The verdict in full
Conditional go for one 90-day, two-bay, company-controlled pilot in the Bratislava–Senec–Trnava corridor; defer permanent premises and franchising. Slovakia had 24,661 registered passenger BEVs at end-2025 and 26,293 BEVs across all vehicle classes [stock_2025]. The end-2024 all-class BEV stock was 15,476, so the like-for-like fleet increased 69.9% [stock_2024]. Demand quality is attractive because 62% of 2025 BEV registry additions were individually imported used vehicles and 77% were registered to legal entities [imports_2025].
Decision in one page
Proceed only through reversible partner bays after six B2B counterparties, two role-authorised HV technicians, compliant battery custody and a verified top-20 platform matrix. Use 24,661 passenger BEVs as the hard service denominator [stock_2025]. Keep 2025 registration flows, PHEV flows, non-passenger BEVs, charging sites and funded projects separate. A permanent hub requires 360 paid orders, at least 50% gross margin, positive pilot EBITDA and contracted repeat demand [evs_model].
Sourced facts versus EVS judgements
Sourced: 24,661 passenger BEVs and 26,293 all-class BEVs at end-2025 [stock_2025]; 2,722,491 passenger vehicles at end-2024 [parc_2024]; 11,525 BEV registry additions during 2025, including 7,148 individually imported used units [imports_2025]; 4,377 official-dealer BEVs and 4,085 PHEVs in 2025 [sales_2025]; and more than 2,800 public charging points at more than 1,100 locations [stock_2025]. EVS judgements: 55% annual paid-service incidence, EUR600 spend, 70% independent eligibility, 55% hub reach and all pilot economics [evs_model].

Definitions and reconciliation
The hard denominator is the 24,661 active passenger-BEV stock at end-2025 [stock_2025]. The 26,293 total includes passenger and commercial categories and is used only for like-for-like stock growth [stock_2025]. Official-dealer registrations exclude much individual import activity; 11,525 registry additions include new and imported used vehicles and do not reconcile one-for-one to net stock because of deregistration, export and category effects [imports_2025]. PHEV active stock was not retrieved and is excluded. Charging points, locations and planned concessions are not interchangeable.

Adoption history
All-class BEV stock increased from 15,476 at end-2024 to 26,293 at end-2025, a like-for-like 69.9% increase [stock_2024] [stock_2025]. Passenger BEVs were 21,833 at end-Q3 2025 and 24,661 at year-end [q3_2025] [stock_2025]. A longer authoritative annual series with a stable passenger-only definition was not retrieved; no synthetic history is created and PHEV active stock remains unknown.

Like-for-like end-2024 and end-2025 milestones; PHEV stock unavailable.
BEV/PHEV sales and registration flows
Official importers registered 2,227 passenger BEVs in 2024, a 2.38% share; PHEV share was 2.41% [eafo_2024]. In 2025 official-dealer registrations reached 4,377 BEVs, 4.7% of 93,103 new M1 registrations, and 4,085 PHEVs [sales_2025]. Across all routes, 11,525 BEVs entered the Slovak registry in 2025, including 7,148 individually imported used vehicles [imports_2025]. These differently scoped flows are retained separately and never added to active stock.

Cautious, base and high scenarios
Applying EVS annual sensitivities of 12%, 20% and 28% for five years to the 24,661 end-2025 passenger-BEV stock produces approximately 43,461, 61,364 and 84,735 passenger BEVs at end-2030 [evs_model]. These are not official forecasts. The wide range reflects a low starting share, unusually import-led growth, no verified active purchase grant and material sensitivity to model availability, fleet tax rules and used-EV supply.

Charging infrastructure
Slovakia had 2,424 public charging points at 967 locations at end-2024 [charging_2024] and more than 2,800 points at more than 1,100 locations by end-2025 [stock_2025]. The Q3-2024 mix was 64% AC below 50 kW, 22% DC below 150 kW, 13% 150+ kW and 1% 350+ kW; Bratislava held 22% of points [charging_q3]. A motorway concession targets 35 parks and 251 points, while a June-2026 call allocated EUR2m to already-operating public sites [charging_concession] [charging_grant_2026]. Pipelines are not installed stock or EVS revenue.

Vehicle parc age and service demand
Police data reported 2,722,491 passenger vehicles at end-2024, including 500,635 in Bratislava Region [parc_2024]. The 2023 average passenger-car age was 15.1 years, versus 12.3 years for the EU, on ACEA-based data [parc_age]. The conventional parc therefore supports a mature independent-repair habit, while the newer BEV cohort shifts EVS differentiation toward diagnostics, battery evidence, charging/thermal faults, ADAS coordination, safety and fleet uptime.

Utilisation and repair signals
No current authoritative EV-specific mileage or failure-rate series was retrieved, so neither is invented or used in TAM. Service demand is inferred only through explicit EVS incidence and spend assumptions [evs_model]. The 15.1-year conventional-car age anchors workshop competition rather than BEV failure propensity [parc_age]. Pilot job coding must separately measure tyres, brakes, suspension, 12V, charging, thermal, battery and collision-isolation work.
Transparent TAM, SAM and SOM
Sourced denominator: 24,661 registered passenger BEVs. EVS assumptions: 55% annual paid-service incidence, EUR600 addressable annual spend, 70% independent eligibility and 55% single-hub reach. This yields EUR8.138m TAM, EUR5.697m independent-eligible value and EUR3.133m single-hub SAM. Base 90-day SOM is 360 orders and EUR90,000 revenue. PHEVs, non-passenger BEVs, charger work, transit vehicles and post-2025 flows are excluded [evs_model].

What is and is not serviceable
TAM represents annual addressable paid service across registered passenger BEVs. SAM applies independent eligibility and reachable western-Slovakia demand. SOM is a 90-day order target, not annual market share. Warranty-only OEM work, unquantified PHEV stock, HEVs, vans/trucks, charger installation, pack remanufacturing and structural collision reconstruction are excluded at entry [evs_model].
Priority customers and fleets
Prioritise imported-used and out-of-warranty BEV owners; independent dealers needing pre-sale battery evidence; corporate fleets, which accounted for 77% of 2025 BEV registry additions; leasing/rental, taxi and delivery operators; and insurers, bodyshops and recovery firms [imports_2025]. Route OEM-warranty cases back to authorised networks and tag every job by powertrain, ownership and import status.

Leading brands and platform priorities
Official-importer 2024 BEV leaders were Tesla 521, Volkswagen 384, Kia 269, Škoda 246 and Mercedes-Benz 220 [eafo_2024]. In 2025 Škoda led official BEV registrations with 1,221, including 774 Elroq; Tesla registered 551, with Volkswagen, Kia and Ford also in the top five [models_2025]. Tier-one coverage should therefore span Tesla, VW Group MEB, Hyundai/Kia, Mercedes and Ford, with controlled additions for imported Stellantis, Renault/Dacia, BMW and Chinese platforms.

Independent and OEM competition
Tesla lists an official Bratislava service centre [tesla_service]. Independent specialists already advertise Tesla and multi-brand EV capability: CAR-FIX, Dr. Tesla/DriveTesla, Hybrid Servis and Bosch Car Service member Bayern Center [carfix] [drtesla] [hybridservis] [bosch_bayern]. EVS must win on repeatable multi-brand battery evidence, fleet SLAs, insurer-ready custody and safe escalation—not a “first EV garage” claim.

Priority cities and regions
Pilot in the Bratislava–Senec–Trnava corridor: Bratislava Region had 500,635 passenger vehicles at end-2024 and 22% of national public charging points at Q3-2024 [parc_2024] [charging_q3]. Use Trnava for motorway/fleet catchment, then Žilina/Martin for the northern industrial corridor. Košice–Prešov is a later contract-led spoke, supported by 25% of Q3-2024 charging points and the emerging EV-manufacturing cluster around Valaliky [charging_q3] [volvo_aid].

Consumer incentives
No active nationwide direct BEV purchase grant was located in current Slovak government sources through 10 August 2026; a 2026 market review likewise describes Slovakia as lacking active direct purchase support [no_purchase_grant]. The 0.5% monthly taxable-benefit rate for employer-provided BEVs/PHEVs, effective from 1 January 2025, is the clearest current demand-side incentive [company_car_tax]. EVS revenue assumes no purchase grant; verify policy immediately before launch.

Business, investment and charging incentives
Regional investment aid may take the form of fixed-asset support, income-tax relief or job-creation contributions, but eligibility is approval-based and not an entitlement [investment_aid]. Public-charging support included up to 100% of eligible normal-charging cost and 60% for high-power projects in the 2025 call [charging_grant_2025]; the June-2026 call allocated EUR2m and required at least 50 operational public points per project [charging_grant_2026]. Build the pilot without aid and treat awards as upside.

Tax and entity structure
The standard VAT rate is 23% from 1 January 2025 [vat_rate]. Corporate-income-tax rates for 2025/2026 are 10% up to EUR100,000 taxable revenue, 21% for other taxpayers and 24% above EUR5m [cit_rate]. From 1 January 2026 mixed-use M1 vehicles generally receive only 50% input-VAT deduction, including related parts and service, unless exclusive business use and detailed records support 100% [vat_vehicle]. Use a Slovak s.r.o. or controlled contractual pilot after local advice.
Labour and technician pipeline
The 2026 statutory minimum wage is EUR915 per month or EUR5.259 per hour [minimum_wage]. The 2024 average monthly wage in motor-vehicle sale and repair was EUR1,522 [sector_wage]. These are market anchors, not HV-technician quotes. Recruit two senior diagnostic technicians and one service/advisor coordinator only after role-level salary, availability, electrical-qualification and training quotations.
Establishment, workshop and premises gates
A business needs trade authorisation from the district Trade Licensing Office; regulated and craft trades require professional competence [company_registration]. Confirm the precise notified activities and responsible representative for vehicle repair before contracting. Obtain written confirmation on site use, fire, electrical installation, lifts, drainage, hazardous materials, insurance and consumer complaint processes before fit-out.

High-voltage competence and occupational safety
Slovak Decree 508/2009 classifies electrical technical equipment by hazard and links reserved equipment to technical documentation, inspections and competent persons [hv_rules]. Electrical certificates depend on qualification and documented practice; §24 guidance specifically requires evidence of experience at the relevant voltage and object class [hv_certificate]. EVS must overlay a role-based vehicle-HV authorisation: de-energise, lock-out/tag-out, prove-dead, insulated tools, rescue plan, incident drill and annual reassessment.
Battery custody, waste and dangerous goods
EU Regulation 2023/1542 governs EV batteries and waste batteries, including producer-responsibility and end-of-life controls [battery_eu]. Slovak Waste Act 79/2015 provides the national waste framework [waste_act]. Damaged or defective lithium batteries also require ADR transport screening. No pack enters the pilot without state classification, isolation, quarantine, custody record, fire-service plan and a named authorised carrier and recipient.
Refrigerants, ADAS and specialist subcontracting
EU F-gas Regulation 2024/573 requires at least a training attestation for natural persons servicing motor-vehicle air-conditioning containing fluorinated gases [fgas]. Subcontract refrigerant-circuit opening until personnel, recovery equipment and records are verified. Also outsource structural aluminium work and safety-critical ADAS calibration until tooling, technical data, traceability and insurance pass separate audits.
Consumer, data and competition compliance
Bookings, images, VINs and telematics identifiers must follow GDPR purpose limitation, minimisation, security, retention and access controls [gdpr]. Publish scope, price, warranty, parts choice, diagnostic limitations and complaint routes. The EU motor-vehicle block exemption protects independent access and parts competition within its conditions [mvber]; EVS must not imply OEM authorisation where none exists.
Franchise and operating model
Phase 0: company-controlled partner bays with EVS workflow, pricing, evidence and payment visibility. Phase 1: one audited Bratislava-corridor hub after gates. Phase 2: referral spokes for Žilina/Martin and Košice/Prešov. Franchise only after 12 audited months, proven training capacity, platform coverage, warranty data and Slovak trademark/disclosure advice. Never sell territory rights on registration growth alone [evs_model].
Recommended service portfolio
Launch: VIN/powertrain classification; pre-purchase and battery-health evidence; charging, thermal and 12V diagnosis; brakes, tyres, suspension and alignment; inspection preparation; collision HV isolation; and insurer evidence. Add fleet collection and mobile safe triage after contracts. Defer pack opening/module repair, refrigerant opening, structural battery work, invasive ADAS and charger installation until separate competence and insurance gates.

Operating model
Use two controlled bays inside an audited Bratislava/Senec-area host, direct EVS booking and payment visibility, digital evidence packs, weekly QA and central authorisation for exceptions. Hold minimal parts; stock wear items only after job evidence. Maintain quarantine, towing, recovery and authorised-waste contracts. Every job receives a powertrain and import-status label so PHEVs and used-import demand do not distort BEV-only market analytics.
Pilot economics
Cautious/base/high 90-day cases are 180/360/600 orders and EUR30,600/EUR90,000/EUR228,000 revenue. EBITDA is -EUR25,148/+EUR7,000/+EUR47,680. Base break-even is 304 orders [evs_model]. No permanent-hub capex, grant, pack remanufacturing, PHEV stock, non-passenger work or charger revenue is assumed. Require downside hub payback at or below 24 months before permanent premises.

Risks and mitigations
Principal risks are an overstated active-service pool, missing PHEV stock, OEM/independent competition, subsidy volatility, platform-data restrictions, HV/battery incidents, technician scarcity and margin leakage. Mitigate with a fresh registry extract, signed referral/fleet contracts, deposits, narrow scope, central quoting, independent safety audit, BEV/PHEV-labelled jobs and a hard stop if gates fail.

Explicit go/no-go gates
Go to a permanent hub only if: active passenger BEV stock is reconfirmed and PHEV stock independently resolved; 360 paid pilot orders; at least 50% gross margin and positive EBITDA; comeback below 3%; zero serious safety events; six B2B counterparties and 75 contracted monthly jobs; 80% top-20 platform coverage; complete regulatory/insurance file; and downside payback no more than 24 months. Otherwise extend once or exit [evs_model].

Diligence questions before capital
Obtain a fresh Police/SEVA registration extract by BEV/PHEV, district, model, age and import status; active PHEV stock; charger locations and uptime; fleet and insurer commitments; technician quotations; rent, power and insurance quotations; OEM-data access by platform; battery quarantine and authorised waste routes; and legal opinions on trade authorisation, premises, labour, consumer, tax and franchise obligations.
Methodology
Research used primary and authoritative sources available on 10 August 2026, supplemented only where exact stock or market detail required credible reporting. Definitions were reconciled before calculation. Stock, registrations, broad hybrids, charging points, grant pipelines and assumptions remain separate. Forecasts are sensitivities, not predictions. Every material quantitative claim resolves to the linked source register.
Limitations and uncertainty
The 24,661 passenger-BEV stock is reliable but municipality/model/age detail was not retrieved [stock_2025]. PHEV active stock is unavailable and excluded. Official-dealer, all-registry and net-stock measures have different scope. Charging counts do not prove uptime. Parc age is 2023 and passenger parc is 2024. Local rents, technician pay, insurance, platform access, job mix, waste routes and willingness to pay require quotations. No legal or tax statement replaces Slovak advice.
Source register
The linked register records publisher, publication date, access date, URL and use. SEVA, EAFO, Slovak ministries, Financial Administration, Labour Inspectorate, Statistics Office, EUR-Lex and first-party operators are preferred. Secondary sources are used only for police totals, import-route composition or competitor evidence and are labelled. EVS assumptions have a separate internal source.

Final recommendation
Conditional go: validate Bratislava–Senec–Trnava through two controlled bays; defer permanent premises and franchising. Slovakia’s 24,661 passenger BEVs, 69.9% like-for-like all-class stock growth and import-led used fleet support a credible independent service pool [stock_2025] [stock_2024] [imports_2025]. Invest only after demand, safety, platform, margin, compliance and payback gates are passed [evs_model].
