Executive summary

The verdict in full

Proceed only to a company-controlled Quilicura–Pudahuel–Lampa validation hub focused on fleets, used-EV evidence, insurer triage and multi-brand diagnostics. The best available planning denominator is a 26,425 gross cumulative plug-in registration proxy, not official active stock [anac_history] [anac_nov2025] [anac_may2026]. Do not sign a lease until Registro Civil data confirm the active light/medium pool and regional concentration.

Investment logic

Chile combines fast plug-in growth, a huge conventional vehicle parc and world-leading electric-bus deployment, but the accessible private/light fleet remains small. EVS should buy information before property: secure fleet demand, prove platform access and make safety/compliance auditable. Electric buses are an authorised partnership opportunity, not a captive fleet assumed available to EVS.

Decision facts

  • 7,561 plug-in light/medium vehicles were registered in January–November 2025 [anac_nov2025].
  • January–May 2026 added 7,802 plug-ins: 4,168 BEV, 2,955 PHEV and 679 PEREV [anac_may2026].
  • Chile had 2,176 public charging points in March 2026 [anac_mar2026].
  • The 2024 motorised parc was 6.59 million; an “electric and hybrid” total cannot be used as plug-in stock [ine_parc2024].
  • Santiago had 2,550 electric buses in April 2025, excluded from the light-vehicle TAM [buses_santiago].

Definitions and reconciliation

ANAC registration flows are the most comparable plug-in series located. EVS sums 2018–2024, January–November 2025 and January–May 2026 to form a 26,425 gross proxy. It omits December 2025, pre-2018 vehicles and direct-import gaps, and subtracts no deregistrations or losses. The 2024 source discrepancy—5,608 versus 5,654—is retained; the internally consistent history series is used [anac_history] [anac_2024_crosscheck].

Adoption history

Annual plug-in registrations accelerated from 2,094 in 2023 to 5,608 in the consistent 2024 series, then 7,561 in the first eleven months of 2025. The proxy is a cohort build, not a certified stock time series; its apparent monotonic rise is arithmetic by design.

Sales, brands and models

The first quarter of 2026 delivered 3,412 plug-ins and a 4.6% market share [anac_mar2026]. Through September 2025, Volvo EX30, Tesla Model Y and Model 3, BYD Yuan Pro, Renault Kwid and BYD Dolphin Mini led the reported BEV ranking [anac_sep_models]. Rapid Chinese-brand growth increases opportunity and tool/parts complexity.

2030 scenarios

From the May-2026 gross proxy, EVS models 20%, 30% and 40% annual growth for 55 months. These yield approximately 60,944, 87,954 and 123,529 plug-ins at end-2030. These are capacity scenarios—not official forecasts—and inherit the proxy's omissions.

Charging infrastructure

Public points increased from 1,668 in February 2025 to 2,176 in March 2026 [charging_feb2025] [anac_mar2026]. EcoCarga improves visibility [ecocarga]. Fixed charger work requires the SEC/RIC No.15/TE-6 route; EVS should restrict itself to vehicle-side charging diagnosis unless it uses an authorised electrical contractor [charging_rules] [sec_electromobility].

Inspection-led demand

Chile’s technical-inspection system provides recurring compliance touchpoints, and a valid inspection is required for the circulation permit [inspection] [inspection_status]. EVS may offer pre-inspection diagnosis and repair but must not represent itself as an authorised PRT concessionaire.

Scope boundary

The service model covers plug-in light/medium vehicles. It excludes non-plug-in hybrids and electric buses. The 26,425 proxy is intentionally transparent but incomplete; it is suitable for screening, not a lease or valuation without registry validation.

Priority customers

Lead with contracted fleets, used-EV channels and insurers/bodyshops. They concentrate utilisation and pay for auditable evidence, custody and turnaround. Mining/logistics fleets are a partner-led extension; retail follows once brand coverage and reputation are proven.

Competitive landscape

Authorised OEM/distributor networks control warranty, parts and secure diagnostics [byd] [tesla] [volvo] [andes_motor] [kaufmann] [inchcape]. EVS can differentiate through neutral cross-brand battery evidence, consistent fleet SLAs and insurer-grade triage, while charging players Copec Voltex and Enel X are referral/energy partners rather than direct repair substitutes [copec_voltex] [enelx].

Location priorities

Quilicura–Pudahuel–Lampa ranks first: industrial/logistics demand, motorway access, airport proximity and more suitable workshop space than eastern Santiago. Cerrillos–Maipú is the main alternative. Concepción–Talcahuano should follow only after the first hub proves unit economics; Antofagasta is a fleet partnership market.

Consumer incentives

Chile’s national circulation-permit relief is temporary: qualifying owners pay 25% of the normal amount through January 2027, after which relief tapers to 2031 [permit_discount]. No broad national purchase subsidy is assumed. The 2035 zero-emission sales target is a policy signal, not guaranteed cash support [strategy_2035].

Tax and entity setup

InvestChile outlines an establishment route with RUT, legal representative, start of activities and operating permits [invest_setup] [invest_company]. The general-regime corporate rate is 27% and standard VAT is 19%, subject to taxpayer classification [corporate_tax] [vat]. Model values are nominal CLP and pre-VAT.

Full analysis available in the complete report
Detailed findings, comparison matrices and recommendations.

Labour and capability

The minimum monthly wage is CLP 553,553 from 1 May 2026 [minimum_wage]. EVS should budget above-market pay for diagnosticians, role-based HV authorisation, recurring rescue drills and bilingual technical documentation. The model does not infer technician availability from the wage floor.

Detailed findings, comparison matrices and recommendations.

Licensing and premises

Before lease signature, obtain a local legal matrix covering municipal patent, land use, building/fire, sanitary, wastewater, environmental and electrical approvals. Corporate incorporation alone does not authorise a workshop [invest_setup].

High-voltage control

No Chilean workshop-specific statutory HV technician qualification was located in the reviewed authoritative material. That absence is not permission. EVS must obtain written counsel, appoint a technical authority and use competency-assessed role levels, lockout/tagout, rescue, insulated tools and live-work prohibition.

Battery, waste and REP

DS 148 governs hazardous waste, and the Metropolitan health authority publishes plan thresholds and procedures [hazardous_waste] [health_waste]. Batteries are a REP priority product with a target decree under development [rep_battery]. Do not accept damaged packs until quarantine, fire, transport, manifests and downstream treatment are contracted.

Full analysis available in the complete report
Detailed findings, comparison matrices and recommendations.

Refrigerants, drainage and environmental controls

Thermal/HVAC work requires verified refrigerant recovery, storage and technician procedures; workshop washing and contaminated liquids require a lawful wastewater route. Site diligence must confirm these requirements locally rather than importing assumptions from another jurisdiction.

Consumer, data and competition

Use written scope, estimate, consent, warranty and diagnostic-evidence controls under SERNAC expectations [consumer]. Limit customer/vehicle data access and retention under Law 19.628 [privacy]. Review insurer, supplier and franchise arrangements for competition risk [competition].

Full analysis available in the complete report
Detailed findings, comparison matrices and recommendations.

Franchise recommendation

Do not franchise initially. Operate one company-controlled hub for 12–18 months, centralise safety, procurement, platform approvals and evidence standards, then consider licensed satellites only after repeatable economics and compliance are demonstrated.

Full analysis available in the complete report
Detailed findings, comparison matrices and recommendations.

Operating model

Use a hub-and-spoke system: north-west Santiago hub, collection/mobile triage, vetted regional partners and central technical authority. Every platform/function is green, amber or red. Digital work orders capture consent, isolation state, evidence, parts traceability, custody and release criteria.

Full analysis available in the complete report
Detailed findings, comparison matrices and recommendations.

Pilot economics

The base case is 2,200 annual orders at CLP 850,000 AOV, CLP 1.87bn revenue, 55% gross margin and CLP 920m fixed cost, yielding CLP 108.5m EBITDA. The low case loses CLP 541.2m, so contracted demand and staged capex are essential. These are EVS assumptions, not quotes.

Risks and mitigations

The investment can fail through an overstated active pool, captive bus/OEM work, unsupported tools, HV/waste gaps, currency exposure or premature fixed cost. Chile’s long geography and northern heat/dust/altitude add operating variation; coastal corrosion and seismic design belong in site/SOP diligence.

Methodology

Primary and authoritative Chilean sources were prioritised. Registration flows were reconciled without silently mixing BEV/PHEV/PEREV with HEV/MHEV. Sourced facts, reported figures, EVS assumptions and calculations are labelled separately. All external sources were accessed 9 August 2026.

Limitations and uncertainty

The central limitation is the absence of a current official active plug-in stock table. The gross proxy omits December 2025 and may omit older/direct imports, while it does not deduct attrition. Model outputs therefore communicate scale and decision thresholds, not false precision.

Source register

The artifact contains 46 linked records with publisher, publication date where known, access date and use notes. Government, regulator, statistical and industry-association evidence is used for material quantitative claims; EVS model rows identify assumptions.

Recommendation

Conditional go to a low-capex, company-controlled Santiago validation programme. Advance to a permanent Quilicura–Pudahuel–Lampa hub only when the registry, demand, tooling, HV/legal, site/HSE and base-economics gates pass. Treat buses as partner work and deep-pack repair as a later capability.
