EVS Bolivia EV Service Centre Market Entry
Decision-grade Bolivia assessment separating light BEV+PHEV stock, BEV-only registrations, HEVs, motorcycles and import-value series from EVS planning assumptions.
EVS 95% active-factor pool from OLADE December 2024 light BEV+PHEV stock.
ENDE 2022 installed-network baseline; not a current national uptime census.
Assumption-led Santa Cruz independent-reach annual jobs.
Base-case simple payback on BOB400,000 tooling/fit-out.
The verdict in full
- Approve diligence and a reversible pilot, not a full centre. Bolivia has clear electrification momentum, but the most precise plug-in stock anchor is still 3,839 light BEV+PHEV vehicles at December 2024 [universo_olade2025].
- Santa Cruz is the first test market. It holds 36.4% of the 2,672,176-vehicle national parc and now has a private 240kW site [eju_parc2025] [electropoint2026].
- The core evidence is definition-sensitive. RUAT reports 3,352 electric cars in 2026, a narrower BEV-only measure; mixed hybrids, motorcycles and import values are not added to the core [ap_ruat2026] [erbol_import2026].
- No investment is authorised yet. Executable SOM remains zero until VIN, demand, compliance, HV, software, battery-route, economics and safety gates all pass.
Board decision
Authorise up to 90 days of validation and a shared partner-bay pilot in Santa Cruz. Do not sign a standalone lease, sell a franchise, open traction batteries or recognise market share. Advance only if two commercial demand commitments, an audited VIN file, compliant waste routes and the BOB400,000/4.0-year investment gate are all evidenced.
Decision Summary
| Dimension | Decision | Reason |
|---|---|---|
| Verdict | CONDITIONAL GO — Santa Cruz managed partner bay | A reversible pilot is supportable only after VIN, demand, compliance, software and battery-route gates. |
| Greenfield/franchise | HOLD | 3,839 light plug-ins at December 2024 and unresolved current stock detail do not support an ungated dedicated centre. |
| Core evidence | 3,839 light BEV+PHEV | OLADE scope; the RUAT 3,352 figure is BEV-only and not blended [universo_olade2025] [ap_ruat2026]. |
| Current executable SOM | Zero | No capex or market share is authorised before every gate passes. |

A real growth signal, still below dedicated-centre scale
OLADE-scope light BEV+PHEV stock was 3,839 at December 2024. A May 2026 AP report cites 3,352 RUAT electric cars after growth from 500 over five years [universo_olade2025] [ap_ruat2026]. The second figure is treated as BEV-only and a cross-check—not a subtraction, trend point or addition. The 2.67m national parc is relevant for chassis and low-voltage demand, not the EV denominator [ine_parc2025].
Definition-sensitive electrification observations
Mixed flows, light plug-in stock and BEV registrations are distinct; table carries the scope.

Definitions determine the decision
Stock, registrations, import units, import values and charger announcements answer different questions. Ordinary HEVs, electric motorcycles and buses need different service propositions. The model therefore uses only the OLADE light BEV+PHEV stock anchor and records every other measure as context or a validation requirement.

Growth can be fast without making the forecast certain
The three scenarios compound the EVS active pool at 15%, 28% and 42% annually for five years. They are planning envelopes, not official forecasts. The wide range reflects fuel-price pressure and expanding Chinese supply on one side, and FX, policy expiry, finance, software access and charging constraints on the other.

Charging is improving, but no current national uptime file exists
ENDE reported 11 installed 22kW AC stations across four cities in 2022 [ende_charging2022]. More recent evidence confirms three ELFEC points in Cochabamba, three public stations across La Paz/El Alto and one 240kW private Santa Cruz site [elfec_app] [ap_ruat2026] [electropoint2026]. These are separate observations, not a deduplicated national total.

The wider parc is large and old; the EV parc is not proven old
Bolivia had 2,672,176 registered vehicles in 2025. Santa Cruz, La Paz and Cochabamba held 79.6% [eju_parc2025]. The published model-year bands leave 44.9% as 2010 or older by residual calculation. That supports chassis, electrical and HVAC demand, but it must not be used as the age profile of the much younger plug-in fleet.

The service pool is transparent and deliberately conservative
TAM starts with 3,839 light plug-ins, applies a 95% active factor and 1.20 annual service events. SAM applies a 45% Santa Cruz concentration and 50% independent reach. All are EVS assumptions. Current executable SOM is zero because no launch gate has passed.

Private imports and fleet uptime are the first commercial wedges
The best early customers are owners outside a clear OEM support route, used/private import channels and fleets that value downtime reduction. Warranty-covered vehicles stay with authorised networks unless there is a written referral. Motorcycles and buses remain separate propositions.

Start in Santa Cruz, learn through two referral corridors
Santa Cruz combines the largest all-vehicle parc, current fast-charging investment and importer concentration. Cochabamba adds established charging and historical EV activity; La Paz/El Alto adds a dense, high-altitude metro with limited public charging. Expansion follows paid VINs, not population alone.

Customs policy is supportive but time-limited and classification-specific
DS 4539, DS 5142 and DS 5653 create differentiated GA/ICE treatment. DS 5653 applies only through 31 December 2026 and its annex varies by technology, class and age [ds4539] [ds5142] [abi_ds5653]. EVS books zero benefit until a customs adviser confirms each HS code and the post-2026 regime.

Model pre-IVA and stress imported-cost exposure
The pilot economics are nominal BOB, pre-IVA and unlevered. The BCB official USD rate moved to BOB11.86 effective 6 August 2026 [bcb_fx2026]. Imported tools, subscriptions and parts therefore require short quote validity and scenario pricing. No customs, finance or tax incentive is recognised.
Tax and customs baseline
| Tax | Rate | Treatment |
|---|---|---|
| IVA | 13% included in final price under current system; approximately 14.94% relative to net | Model is pre-IVA; proposed explicit 13% change was not treated as enacted [sin_iva2026]. |
| IUE | 25% general corporate-income benchmark; confirm current taxpayer status | Excluded from unlevered pilot EBITDA [sin_iue]. |

Workshop legality is a sequence, not one certificate
The pilot needs entity/tax/employer registration, Santa Cruz activity and land-use approvals, environmental categorisation, hazardous-waste contracts, fire/electrical evidence, insurer acceptance and a written IBMETRO scope decision. Law 755 makes hazardous-waste generators responsible even when using an operator [law755].

EVS must impose a stricter HV operating standard
No national EV-specific technician credential was located. EVS therefore requires role-based authorisation, observed isolation, live/dead/live proof, LOTO, rescue drills, qualified EVSE providers and insurer-approved quarantine. National labour law still sets binding electrical, fire, PPE and hazardous-substance duties [labour_law].
High-voltage controls

| Safe equipment, protection and maintenance under national labour law. | Electrical installation | Qualified-provider certificate and inspection file [labour_law]. |
| Outdoor separation, no charging damaged packs and fire-service pre-plan. | Thermal event / quarantine | Insurer acceptance, drill and emergency contacts. |
| No traction-pack opening, module repair or damaged-pack custody in phase 1. | Scope boundary | Work-order rules, signage, audit and escalation log. |

No pack opens until custody and waste routes are written
Law 755 requires segregation, labelling, safe storage, authorised operators, manifests and contracts for hazardous waste, and includes batteries in producer-responsibility provisions [law755]. Because no public traction-battery receiver list was located, phase 1 performs only non-invasive diagnostics and refuses damaged-pack custody.

Sell evidence and uptime before complex battery repair
Phase 1 focuses on diagnostics, battery-health reports, charging faults, tyres/alignment/brakes, 12V, cooling/HVAC and fleet preventive maintenance. Pack opening, module repair, damaged-pack storage and unsupported software programming are excluded.

A managed partner bay preserves option value
EVS supplies the technical operating system, authorisation matrix, job-card controls and audit. The local partner supplies compliant premises, people and ordinary workshop infrastructure. Brand transfer, franchise fees and a standalone lease wait for 90-day proof.
Operating model
| Element | Recommendation | Why |
|---|---|---|
| Entry vehicle | Managed Santa Cruz partner bay for 90 days | Reversible test with shared fixed cost. |
| Franchise | Licence operating system only after proof | Do not transfer brand before competence/compliance evidence. |
| Site | One audited bay; no standalone EVS lease initially | Preserves option value and confines compliance. |
| People | One EVS-authorised lead + one cross-trained technician | Four-eyes isolation and practical competence. |
| Parts | Stock universal consumables; VIN-order high-voltage parts | Avoid stranded inventory and FX exposure. |
| Data | VIN, job, ARO, margin, comeback and parts-lead-time dashboard | Converts uncertainty into go/no-go evidence. |
| Expansion | Cochabamba referral/mobile, then La Paz/El Alto | Follow paid demand and tool coverage. |

The base case is viable only after the demand gate
At 360 jobs/year, BOB1,800 ARO and 62% gross margin, the model produces BOB101,760 annual EBITDA on BOB400,000 capex—a 3.93-year simple payback. The cautious case loses BOB101,400. These are EVS assumptions before IVA, tax, debt, depreciation and working capital.

The dominant risks are evidence, FX and scope control
The investment can fail through an overstated active parc, unsupported VINs, imported-cost volatility, OEM software constraints or unsafe battery custody. The mitigation is structural: no standalone lease, VIN-led tooling, deposits, written scope boundaries, authorised waste routes and stop-work gates.
Risks and mitigations
| Risk | Likelihood | Impact | Mitigation |
|---|---|---|---|
| Core stock is dated and definitions conflict | High | High | Obtain RUAT/INE VIN extract with BEV/PHEV, department, model year and active status before capex. |
| FX/import-cost volatility | High | High | Price in BOB with short validity, deposits, reorder points and USD stress tests [bcb_fx2026]. |
| OEM warranty/software lockout | High | High | VIN-supported service matrix; no coding/programming promises without licensed access. |
| Demand below one-bay threshold | Medium-high | High | Two LOIs, paid appointments and 90-day shared bay before lease. |
| HV injury or thermal event | Low-medium | Critical | Authorisation matrix, LOTO, prove-dead, quarantine, rescue and insurer-approved drills. |

Ninety days should convert uncertainty into operating evidence
The sequence is market file, partner audit, demand commitments, compliance, technical proof, suppliers and a paid pilot. The decision committee receives the same weekly job, ARO, gross-margin, turnaround, comeback, parts-lead-time, safety and referral dashboard used by the operator.

Conditional go means every gate is still open
No single attractive metric overrides a failed gate. A missing battery route stops pack custody; unsupported software stops that job; failed demand or economics stops rollout; a serious HV or waste incident stops work. The current executable SOM is therefore zero.

Method and limits
Evidence was accessed on 10 August 2026. Primary and authoritative sources were preferred, then triangulated secondary reports where public tables were not directly extractable. Every EVS rate, filter, forecast and financial input is labelled as an assumption. Figures at incompatible grains are never summed.
Methodology
| Step | Method |
|---|---|
| 1. Define | Use OLADE light BEV+PHEV as core; separate RUAT BEV, HEV, motorcycles, buses, import values and broad sector estimates. |
| 2. Source | Prioritise INE/RUAT, OLADE, ENDE/ELFEC/AETN, BCB, legislation, tax and official distributor sources; record access date. |
| 3. Reconcile | Keep stock, registrations, flows, values and installed/operational/plan charging measures at their own grains. |
| 4. Size | Active pool × events for TAM; × Santa Cruz concentration × independent reach for SAM; executable SOM fixed at zero. |
| 5. Forecast | Compound EVS cautious/base/high rates for five years; scenarios are not official forecasts. |
| 6. Economics | BOB nominal, pre-IVA, unlevered; no tax benefit, grant, finance, franchise fee, debt, depreciation or working-capital return booked. |
| 7. Validate | Reparse JSON; resolve every reference; recompute calculations, rows and economics; scan template residue and prohibited colours. |
| 8. Decide | Conditional go means diligence/pilot authority only; all investment and operating gates remain open. |

Source register
The report embeds publication/access dates, publishers, direct links and notes for each source. Dynamic legal, tax, exchange-rate, charging and product pages require a final live check before a binding decision. EVS model entries identify calculations and assumptions rather than external facts.
closing
Decision: proceed only with diligence and a managed Santa Cruz partner-bay pilot. Do not authorise a standalone centre, traction-battery repair, franchise rollout or market-share claim until every gate is evidenced.
