Do not franchise a one-hub island before unit economics exist

Singapore has no assumed standalone franchise-registration gate, but contract, IP, competition, consumer, employment and data law still apply. EVS should use a wholly controlled subsidiary pilot and obtain local counsel before any offer or fee.
