Executive summary

The verdict in full

Cambodia's reported electric-car stock reached 11,656 by March 2026, versus 2,513 in October 2024 and 9,065 at end-2025 [mpwt_mar_2026] [mpwt_oct_2024] [mpwt_2025]. Momentum is strong, but the registration category does not publish a BEV/PHEV split, current geographic distribution is unavailable, and OEM aftersales is scaling. Approve a capped 90-day partner pilot; defer a fixed site, opened-pack work and franchising.

Board decision requested

Authorise up to KHR25m for 90-day operating validation and a separate KHR75m reversible-tooling envelope inside an existing Phnom Penh workshop. Release neither a lease nor franchise rights until the pilot completes at least 150 paid orders, signs two fleet anchors, proves the top-15 VIN whitelist, documents battery custody and demonstrates simple payback at or below four years from signed local quotations.

Market headline

Electric-car registrations expanded 3.61 times between October 2024 and end-2025, then another 28.6% by March 2026 [mpwt_oct_2024] [mpwt_2025] [mpwt_mar_2026]. The national policy targets 30,000 electric cars by 2030; reaching it from March 2026 requires about 22.0% annualised growth [ev_policy] [evs_model].

Definition controls

The ministry reports electric cars, electric motorcycles and electric three-wheelers separately. It does not disclose whether the car field is BEV-only or includes any PHEV/EREV registrations. EVS therefore sizes only the reported electric-car category, excludes 3,832 motorcycles and 722 three-wheelers, and treats PHEV/EREV work as adjacency pending a VIN-level register extract [mpwt_mar_2026].

Cautious, base and high scenarios

From the March 2026 stock, the cautious case applies 18% annual growth to reach 25,585 cars by end-2030. The base case adopts the government's 30,000-car target, equivalent to about 22.0% annualised growth. The high case applies 35%, reaching 48,488. These are planning scenarios—not sales commitments—and must be refreshed quarterly [ev_policy] [evs_model].

Charging infrastructure

The last comparable official operating baseline located was 21 stations in 2024 [mpwt_oct_2024]. Cambodia introduced Prakas 0389 in 2025: MME development permits, EAC service licences, grid review, safety inspection and interoperability now govern stations [mme_framework] [mme_permit]. ZO Motors reported 30 fast-charging sites in 2025 and plans 200 in 2026 and 70 in 2027, but no audited national connector-and-uptime census was found [charging_rollout].

Vehicle parc age and service demand

Cambodia had more than 7.6m petrol-driven vehicles in late 2024, about 10% cars, while 413,067 petrol vehicles were newly registered during 2024 [mpwt_oct_2024] [mpwt_2024_parc]. Nearly 90% of imported vehicles are used and more than 60% are over ten years old, reinforcing repair capability but also creating inspection and price pressure [ccac_used]. EVs are younger; near-term demand should concentrate on diagnostics, tyres, suspension, thermal systems, air-conditioning, 12V, charge ports, underbody protection and battery-health evidence.

Customer and fleet segments

Prioritise private owners of Chinese EVs; ride-hail and taxi operators; corporate and development-agency fleets; hotels and tourism operators; logistics and light-commercial fleets; importers without robust aftersales; used-EV dealers; insurers, lenders and leasing companies; and charger operators. Retail walk-in demand alone is not sufficient for launch economics.

Leading brands and models

MPWT identifies BYD, Toyota and Tesla as the three leading electric-car brands; GAC is also observed [mpwt_2025]. BYD's current Cambodia range includes Atto 2, Atto 3, Seagull, Seal 5, Sealion 5/6/7 and other BEV or super-hybrid vehicles [byd_models]. Model-level registration shares are not published. EVS must collect 200 anonymised VINs and explicitly separate BEV, PHEV and EREV platforms before ordering scan coverage.

Competitive landscape

BYD is expanding local sales, assembly and aftersales; its Sihanoukville plant was designed for 10,000 vehicles annually [byd_factory]. Toyota lists 25 dealer/service locations [toyota_service]. EV Cambodia advertises a Phnom Penh service hotline, while SNKH markets brand-trained battery, motor and electrical diagnostics for Baojun and IM [ev_cambodia] [snkh_service]. EVS must win with audited multi-brand diagnostics, battery reports, insurer acceptance and fleet uptime—not generic mechanical pricing.

Consumer incentives and vehicle taxes

From 1 April 2026, specified family-use BEVs moved from 35% customs duty to 0%, PHEVs to 7%, and specified chargers, motors and lithium batteries to 0%, subject to tariff classification [tariff_2026]. Annual EV road tax varies by power and age from KHR60,000 to KHR800,000 [vehicle_tax]. Vehicle registration requires import-tax evidence and technical inspection; standard registration fee is KHR125,000 before premium plates [vehicle_registration].

Business, tax and investment incentives

Cambodia permits full foreign ownership in most activities. Qualifying investment projects can receive three-to-nine-year income-tax exemptions or special depreciation, import-tax exemptions for production assets, 0% VAT on local production inputs and 150% deductions for qualifying R&D, training and machinery upgrades [cdc_climate] [cdc_incentives]. The EV policy also promotes co-financing, vocational training and EV-related manufacturing investment [unctad_policy]. A service-centre pilot should not assume QIP status; obtain CDC confirmation.

Workshop, vehicle and charging licensing

Vehicle repairs that alter steering, brakes or chassis require MPWT permission and can fail inspection; illegal modification activity may be closed [illegal_modification]. The public technical-inspection system establishes roadworthiness requirements [technical_inspection]. No EV-specific high-voltage workshop licence was located. Charger activity is clearer: MME development permit, grid approval, inspection and EAC service licence are required for public services [mme_framework] [mme_permit].

Full analysis available in the complete report
Detailed findings, comparison matrices and recommendations.

Labour and high-voltage safety

Cambodia's sectoral USD210 minimum wage for 2026 applies to garment and related industries, not automatically to automotive workshops; EVS must benchmark actual technician pay [minimum_wage]. Labour Law Articles 229–230 require clean, hygienic and safe workplaces, safe machinery, PPE, ventilation and fire controls [labour_law]. No national EV high-voltage credential was found, so EVS must impose competence levels, lockout/tagout, live-dead-live verification, insulated tools, arc-rated PPE, rescue training and a zero-live-pack rule [ilo_osh].

Battery and waste controls

Hazardous waste must be separated, transported and disposed of through authorised channels [waste_rules]. Prakas 2196 places after-use responsibility on producers, importers or exclusive suppliers of electrical and electronic equipment [epr_prakas]. Cambodia is still building battery collection and recycling capacity; the BATTPRO programme is developing an EPR system [battery_programme]. EVS should quarantine sealed packs, record serial/state-of-charge, prohibit module opening, and transfer only against written Ministry-approved acceptance.

Operating and franchise model

Use one EVS-managed bay inside a licensed Phnom Penh workshop, a mobile inspection kit and central technical QA. EVS controls pricing, customer data, battery reports, the VIN whitelist and safety audits. Add a second bay only after 80% utilisation for eight weeks. Do not franchise before 20,000 verified relevant cars, two consecutive profitable quarters, audit scores above 90% and a lawful battery-return chain.

Pilot economics

The 90-day base case assumes 150 orders at KHR350,000, 52% gross margin and KHR25m operating cost, producing KHR52.5m revenue and KHR2.3m EBITDA. Break-even is 138 orders. Annualised base economics are 600 orders, KHR210m revenue, KHR19.2m EBITDA and 3.91-year simple payback on KHR75m reversible tooling. The cautious case loses KHR29.4m annually, so a dedicated lease is not approved [evs_model].

Risks and mitigations

Principal risks are registration-definition ambiguity, rapid but volatile adoption, unknown provincial concentration, OEM warranty lockout, multi-brand Chinese software, weak independent HV competence, battery-waste constraints, charger uptime, used-vehicle price sensitivity and premature franchising. Mitigate with a partner bay, VIN whitelist, fleet contracts, reversible tools, sealed-pack scope, written permits and quarterly gates.

Methodology

Research prioritised Cambodian ministries, government news agency, regulators, investment authorities, intergovernmental sources and observed competitors, accessed 10 August 2026. Stock and flow are never added. The latest 11,656 electric-car field is the sourced denominator; active survival, city concentration, independent reach, service incidence, pricing, region scores, forecasts and economics are EVS assumptions. KHR values are nominal with no FX conversion.

Required pre-investment evidence

Obtain the active vehicle-register extract by BEV/PHEV/EREV, model and province; audit charger connectors and uptime; collect 200 VINs; secure OEM warranty boundaries; test insurer/lender acceptance of battery reports; price three workshops; verify tax classifications; and obtain written workshop, fire, labour, grid and waste opinions. Until these exist, approval is limited to the partner pilot.
