EVS should diagnose and repair within its licensed scope and refer statutory inspections or commercial-vehicle approvals to authorised bodies. It must not imply JPJ/PUSPAKOM authority.

JPJ’s 115,349 figure is cumulative registration history—not active licensing. A clean current PHEV split, active-stock age/warranty profile, state BEV stock, failure rates, workshop pricing and OEM diagnostic-access series were unavailable. PHEVs are therefore excluded from the core model.
