  2. Which 20 models make up at least 80% of the live pool, and which licensed tools cover them?
  3. Will two fleets or insurers commit enough paid work to exceed 55 jobs in 90 days?
  4. Which authority and downstream counterparty will approve sealed-pack storage, return or export?
  5. Can partner rent, staffing or pricing be improved enough to bring base simple payback to four years or less?

Methodology

EVS prioritised Brunei government, regulatory, utility and statistical sources, then used authoritative or reputable secondary reporting for dealer/model and inaccessible-series context. Facts retain original dates and definitions. Conflicts were reconciled rather than averaged: the 19 registrations in 2023 are not compared with the January 2026 combined stock; 40 stations are not added to 45 points; the 2035 sales target is not treated as a stock forecast. The bottom-up model begins with the rounded combined stock and labels every subsequent input as an EVS assumption. Currency is nominal BND; no financing, tax, depreciation, working capital or major-parts revenue is included.

Caveats and confidence

Share with caveats. The strategic conclusion is robust because the verified market is small and base payback misses the hurdle. Market-size confidence is medium-low: the official stock is rounded and lacks BEV/PHEV, model, year and district detail. The 2024 vehicle-parc denominator is secondary and date-mismatched. Pilot economics are management scenarios, not observed local performance. Incentive, tax, employment, WSH, electrical, fire, waste, customs and licence treatment must be refreshed with local counsel and authorities immediately before action.
