Executive summary

The verdict in full

Defer a permanent greenfield service centre; conditional go for a 90-day, company-controlled partner-bay validation in the Sitra–Tubli–Salmabad corridor. The best peer-reviewed 2024 estimate is only about 800 registered EVs [ev_stock_2024], and Bahrain publishes no official BEV/PHEV active-stock or sales series. The base asset-light case is still EBITDA-negative, so no lease, major equipment or franchise commitment is justified [evs_model].

Decision rule

Defer a permanent Bahrain centre. Conditionally approve only a 90-day, company-controlled partner-bay validation in Sitra–Tubli–Salmabad. Require the official denominator, 75 paid jobs, three contracted counterparties, safe 70% platform coverage, complete approvals and positive rebased economics. No lease, major equipment or franchise rollout before the permanent-site gates are met [evs_model].

Decision logic

Bahrain is compact, wealthy, import-oriented and adding regulated charging plus official EV brands. Those advantages reduce reach cost but do not solve the denominator. At 800 estimated EVs, modelled single-hub SAM is only BHD54,720 and the 150-order base validation case loses BHD3,750 [evs_model]. EVS should buy information through paid jobs and contracts before buying fixed assets.

Decision facts

  • A peer-reviewed 2026 review estimates about 800 registered EVs in 2024 [ev_stock_2024]; another academic paper cites roughly 750 [ev_stock_750].
  • Bahrain had 768,299 registered vehicles at end-2024 [parc_2024] and 836,298 in-use units in 2025 [parc_2025].
  • Official open data provide use category, not powertrain [open_data_in_use] [open_data_new].
  • The national portal documents five EWA fast stations and five additional planned stations, but not a complete connector census [national_charging].
  • EV charging operations are now regulated under Decision 1/2025 [charging_regulation].

Definitions and reconciliation

The 800 figure is a research estimate, not an official registry extract. The 750 comparator is close enough to support order of magnitude, not a separate growth point [ev_stock_750]. BEV, PHEV, passenger/commercial, active/inactive and model splits remain unknown. All-vehicle annual and monthly series have different category/status definitions and are context only.

Adoption history

Commercial EV and charger import registration opened on 1 January 2021, subject to GCC conformity [ev_import_rules]. No official annual EV stock series was located. The only defensible public points are approximate 2024 research estimates of 750–800; they cannot support a historical CAGR. EVS therefore does not invent adoption history.

Public EV-stock evidence

BEV/PHEV sales and adoption momentum

Bahrain’s official new-registration dataset is organised by vehicle use, not powertrain [open_data_new]. The commercial light-vehicle market sold 34,650 units in 2024 [new_sales_2024], but no public BEV/PHEV split is applied. BYD, AION/HYPTEC, RIDDARA and XPeng channel launches signal offer expansion, not quantified demand [byd_launch] [gac_aion] [riddara] [xpeng_bahrain].

BEV/PHEV public data availability

Annual powertrain sales are unavailable; nulls are intentional.

Cautious, base and high scenarios

Applying 15%, 30% and 45% annual growth for six years to the 2024 estimate yields 1,850, 3,861 and 7,435 EVs by end-2030 [evs_model]. These are EVS sensitivities, not official forecasts. They are highly path-dependent and must be rebased once traffic authorities release an active passenger BEV/PHEV extract.

Charging infrastructure

The national portal centralises live locations through goEV and documents an EWA programme of five fast stations plus five additional stations [national_charging] [goev]. A separate 360 kW site opened at Zain Tower in Seef [zain_charger]. These project references must not be summed into a national connector census. Decision 1/2025 requires the EWA connection route and approved contractors [charging_regulation].

Vehicle parc age and service demand

Bahrain had 768,299 registered vehicles at end-2024 [parc_2024]. No EV age curve was located. Because commercial import registration began in 2021 and official brand launches accelerated after 2023, the accessible cohort is probably young and warranty-heavy; that is an inference, not a statistic. Early demand favours evidence, PDI, collision safety, 12V, charging, thermal and wear services.

Heat, imports and service-demand implication

Bahrain’s heat and import mix justify testing thermal management, charging behaviour, 12V systems, tyres and brakes, but no local failure rate is invented. Imports require model-level GCC conformity [ev_import_rules]. EVS can monetise neutral pre-purchase/import evidence only with clear warranty boundaries and platform-specific procedures.

Transparent TAM / SAM / SOM

The model applies 45% annual paid-service incidence and BHD400 spend to the 800-vehicle estimate, then 40% independent eligibility and 95% island reach. TAM is BHD144,000, independent-eligible value BHD57,600 and single-hub SAM BHD54,720. The base validation SOM is BHD52,500 from 150 orders—96% of SAM, deliberately exposing how demanding the case is [evs_model]. Every rate is an EVS assumption.

What is and is not counted

Included provisionally: the 800 estimated EV stock, pending official active passenger BEV/PHEV confirmation [ev_stock_2024]. Excluded: HEV/MHEV, conventional vehicles, buses/trucks without an electric subset, inactive/exported units, charger revenue, OEM warranty work unavailable to EVS, unsupported grey imports and unverified subsidies. No conventional parc is converted into EV service demand.

Priority customer and fleet segments

Insurers, bodyshops and recovery operators lead because collision isolation and custody are safety-critical. Used-EV importers/dealers/buyers follow for PDI and battery evidence. Rental, corporate and government fleets create repeatability; OEM overflow and retail owners remain platform- and warranty-gated.

Competitive landscape

OEM channels are the strongest near-term competitors: BYD/Fakhro in Sitra, GAC AION/HYPTEC and XPeng/E.K. Kanoo [byd_launch] [gac_aion] [xpeng_bahrain]. Independent benchmarks include Stearing Garage’s electrical/ECU/body proposition, AutoStar’s Tubli/mobile offer and Al Faris’s premium diagnostic positioning [stearing] [autostar] [alfaris]. No current public EVS Bahrain workshop page was verified [evs_network].

Priority regions and operating geography

Sitra–Tubli–Salmabad ranks first for a reversible partner-bay trial because it combines distributor, workshop and industrial access. Manama–Seef handles premium, corporate and insurer collection. Isa Town–Sanad, Muharraq–Hidd–Airport and Riffa are pickup/referral zones. Bahrain’s compactness supports one hub; it does not justify multiple sites.

Consumer incentives

No nationwide EV purchase grant, registration rebate or EV-specific VAT relief was verified in official sources. Cars and ordinary services are generally subject to 10% VAT [vat] [vat_treatment]. Government support is primarily regulatory and infrastructure-led [national_charging]. The model assumes zero consumer incentive.

Business, tax and investment incentives

Bahrain permits 100% foreign ownership in most sectors, subject to activity and capital conditions [foreign_ownership]. EVS must confirm the precise repair, trading and mobile-service activities through Sijilat [sijilat]. No grant, subsidised site, customs holiday or zone benefit is included. The partner-bay trial preserves flexibility while approvals are tested.

Tax and customs

Standard VAT is 10% and applies to cars and ordinary services unless specifically relieved [vat]. Bahrain’s 15% DMTT applies only to multinational groups meeting the EUR750 million threshold from 1 January 2025 [dmtt]. The case is nominal, pre-VAT and assumes no corporate tax holiday or EV customs relief; obtain product-level customs advice.

Full analysis available in the complete report
Detailed findings, comparison matrices and recommendations.

Labour and workforce

Labour Law 36/2012 governs private-sector employment and occupational safety [labour_law]. Expatriates require LMRA permits tied to the authorised employer, occupation and workplace [lmra_status]; a six-month option exists for eligible residents [lmra_permits]. No dedicated national EV-technician licence was located. EVS must obtain written confirmation and maintain role authorisation, competence, PPE/tool control and rescue drills.

Full analysis available in the complete report
Detailed findings, comparison matrices and recommendations.

Licensing and workshop permissions

The precise CR activity, foreign ownership condition, partner-bay arrangement, lease, zoning, signage, insurance and mobile-service scope must be confirmed through MOIC/Sijilat and relevant municipality/Civil Defence interfaces [sijilat] [civil_defence]. A partner’s licence cannot be presumed to cover EVS personnel, brand, custody or high-voltage work.

High-voltage controls

Require identify–isolate–prove dead–lock/tag–verify–rescue, controlled keys, insulated PPE/tools, two-person escalation, damaged-vehicle screening, documented handover and drills. No roadside HV work, energised work or pack opening during validation. Foreign certificates support competence but do not replace Bahrain employer and authority duties.

Battery, waste and workshop safety

SCE Decision 7/2024 waste-transport licensing took effect in March 2025 [waste_transport]. EVS must obtain written classification for intact, damaged and end-of-life traction batteries, approved storage/quarantine, transport and receiving facilities from SCE [sce]. Civil Defence approval and insurer acceptance are hard gates before damaged-EV custody [civil_defence].

Full analysis available in the complete report
Detailed findings, comparison matrices and recommendations.

Thermal systems and refrigerants

Launch only with non-invasive thermal, charging and temperature-performance diagnosis. Refrigerant circuit opening remains held until EVS verifies technician, equipment, environmental, insurer and activity requirements. This review did not locate a dedicated Bahrain automotive refrigerant licence, so none is inferred.

Consumer, warranty and data

Current Consumer Protection Law amendments and the executive regulation require clear supplier identity, CR, estimates/invoices, parts/used status, warranty and remedies [consumer_2026] [consumer_rules]. Map customer, VIN, camera, diagnostic, telematics and cloud/OEM transfers under Personal Data Protection Law 30/2018 [data_law].

Franchise and operating model

Use one company-controlled EVS validation cell inside a separately approved partner bay, with EVS intake, SOPs, technicians, data and KPI control. Do not franchise during validation. A permanent site requires 2,500 active passenger plug-ins, 30 contracted monthly jobs and a 24-month payback; franchise requires 12 audited months and zero serious safety events [evs_model].

Full analysis available in the complete report
Detailed findings, comparison matrices and recommendations.

Pilot operating design

Use appointment-only intake, segregated custody, fixed-scope products, low inventory and a green/amber/red VIN matrix. EVS controls customer terms, evidence, tools and technician authorisation; the partner supplies only an approved physical bay and support services. Track orders, AOV, margin, cycle time, first-time-fix, comeback and safety by platform/channel.

Full analysis available in the complete report
Detailed findings, comparison matrices and recommendations.

Pilot economics

The base asset-light validation case is 150 orders at BHD350, 50% gross margin and BHD30,000 fixed cost, yielding negative BHD3,750 EBITDA. Break-even is 172 orders. The cautious case loses BHD17,500; only the high case earns BHD4,550 [evs_model]. These economics support paid diligence but not a permanent greenfield centre.

Risks and mitigations

The critical risks are an unverified tiny denominator, unrealistic SAM capture, OEM warranty control, fragmented platforms, battery custody, CR/site/work-permit mismatch and absence of consumer subsidy. Each is converted into an official-data, paid-job, contract, compliance or economics gate before fixed investment.

Explicit go / no-go gates

Proceed with validation only if the official extract shows at least 800 active passenger plug-ins, a compliant partner bay exists and paid jobs/contracts meet thresholds. A permanent centre requires at least 2,500 active passenger plug-ins, 30 contracted monthly jobs, positive rebased base EBITDA and 24-month payback. No franchise before 12 audited months [evs_model].

Remaining diligence questions

What is the active BEV/PHEV stock by model, year, class and governorate? Which brands hold most in-warranty VINs? What CR/activity and ownership structure applies? Will Civil Defence and SCE approve damaged-EV quarantine and battery transfer? Can three counterparties guarantee 15 monthly paid jobs? Is a partner bay truly cheaper than collection-only referral [evs_model]?

Methodology

Primary government, legal, tax, regulator and company sources were preferred. Because Bahrain does not publish a powertrain registry series, two academic estimates were reconciled and 800 used as a labelled planning baseline [ev_stock_2024] [ev_stock_750]. BEV/PHEV sales, splits and model ranking remain unavailable rather than invented. Facts, targets, estimates and EVS assumptions are separately tagged; calculations are reproducible.

Limitations

No official active passenger BEV/PHEV extract, annual powertrain sales, model/age/governorate file, frozen charger census, tariff ruling, exact CR/activity decision, site/fire approval, battery classification, competitor EV capacity or audited price book was obtained. The 800 pool is a secondary estimate and must not support irreversible investment [ev_stock_2024].

Source register

The linked registry records publisher, publication/access date, URL and definition note. Core calculations, forecasts, scores, economics and gates resolve to the EVS decision model. Conflicting and missing definitions remain visible and are never silently blended.

Final recommendation

Defer a permanent Bahrain centre. Conditionally approve only a 90-day, company-controlled partner-bay validation in Sitra–Tubli–Salmabad. Require the official denominator, 75 paid jobs, three contracted counterparties, safe 70% platform coverage, complete approvals and positive rebased economics. No lease, major equipment or franchise rollout before the permanent-site gates are met [evs_model].
