Executive summary

The verdict in full

Conditional go for one 90-day, two-bay, company-controlled partner pilot in the Zemun–Surčin–Batajnica corridor; defer a permanent hub and franchise rollout. Serbia had about 6,000 registered electric vehicles in 2025, but public evidence does not provide a passenger-only, active BEV/PHEV extract [stock_2025]. The market already has capable EV specialists, so EVS must win through insurer-grade evidence, fleet uptime, standardised safety and multi-brand coverage—not generic repair.

Decision in one page

Proceed only with a reversible partner-bay format, six signed B2B counterparties and a top-20 platform matrix. Use the 6,000 registered-EV figure as the sourced market reference, then apply a 90% EVS service-class assumption before TAM. Do not add 28,523 unsegmented hybrids, 2024 used-BEV imports or new registrations to stock. A permanent centre is gated on 300 paid jobs, at least 50% gross margin, positive pilot EBITDA, compliant battery custody and a passenger/light-commercial registry extract.

What the evidence says

Serbia reported about 6,000 registered EVs in 2025 [stock_2025]. The February 2024 count was 2,699 fully electric cars and about 18,000 hybrids, rising to 3,629 fully electric and 28,523 hybrid vehicles by August 2024 [stock_feb_2024] [stock_aug_2024]. The national passenger-car parc reached 2,573,843 in 2025, of which 743,825 were in Belgrade [parc_2025]. New fully electric passenger registrations were 298 in Jan–Sep 2025 and 138 in Q1 2026 [sales_9m_2025] [sales_q1_2026].

Definitions and reconciliation

The 6,000 registered-EV figure is a stock reference, but class and active status are not published. EVS applies a 90% passenger/light-commercial service-class assumption; it is not a sourced fact. The 28,523 hybrid total does not split HEV, PHEV or EREV. First registrations and used imports are flows and are never added to stock. Chargers, charging points, hubs and mapped locations are separate definitions.

Adoption history

MUP-linked evidence shows 2,699 fully electric cars on 20 February 2024 and 3,629 by August 2024, a 34.5% increase [stock_feb_2024] [stock_aug_2024]. The Chamber-linked reference reached about 6,000 registered EVs in 2025, 65.3% above August 2024, although the reference dates and vehicle classes are not perfectly aligned [stock_2025]. These observations describe small-base growth and are not an official forecast.

Cautious, base and high scenarios

Applying EVS annual sensitivities of 15%, 25% and 35% for 5.2 years from the 6,000-vehicle 2025 reference gives approximately 12,410, 19,146 and 28,568 registered EVs at end-2030 [evs_model]. These are not official forecasts. Used-BEV inflow, the locally produced Grande Panda Electric and subsidies support upside; low new-BEV share, an old parc and limited charging support caution.

Charging infrastructure

The best current industry estimate is about 200 public chargers in September 2025, or roughly three per 100,000 residents [charging_200]. A 164-charger highway figure was an announced target, not evidence that every unit became operational [charging_target]. Charge&GO reported 68 network chargers in early 2024 and planned at least 15 additional ultra-fast DC units for 2026 [chargego_68] [chargego_plan]. Live uptime, connector count and site duplication require a field audit; no charger-energy revenue is modelled.

Vehicle-parc age and service demand

Serbia’s passenger-car parc grew to 2.574m in 2025, while 82.9% of first-time registered passenger cars in Q1 2026 were older than two years [parc_2025] [q1_stat]. Industry evidence puts average car age near 17 years and used vehicles at about 84% of annual passenger demand [parc_age]. This supports a repair culture and wear capability, but the EV cohort is much younger and needs diagnostics, charging, thermal and pre-purchase evidence before heavy mechanical work.

Inspection and recurring demand

Annual registration and roadworthiness processes create a pre-inspection repair channel, but EVS must not present itself as a state technical-inspection authority. The pilot should sell pre-inspection checks, braking, tyres, suspension, lighting, 12V, diagnostic evidence and referral. Obtain a local legal matrix for premises, lifts, fire protection and any inspection-related activity before signing a lease.

Transparent TAM, SAM and SOM

Sourced reference: 6,000 registered EVs. EVS assumptions: 90% passenger/light-commercial service class, 60% annual paid-service incidence, RSD75,000 addressable annual spend, 65% independent eligibility and 70% single-hub reach. This produces RSD243.0m TAM, RSD158.0m independent-eligible value and RSD110.6m single-hub SAM. The base 90-day SOM is 300 orders and RSD8.4m revenue. Hybrids, buses, chargers and flows are excluded [evs_model].

What is and is not serviceable

TAM is annual addressable paid service across the EVS-assumed service-class pool. SAM applies independent eligibility and reachable Belgrade–Novi Sad demand. SOM is a 90-day order target, not annual market share. Warranty work, unverified PHEVs, conventional hybrids, buses, charger installation, battery-remanufacturing and collision reconstruction are not included.

Priority customers and fleets

Start with out-of-warranty and used-import BEV owners; insurers, bodyshops and recovery partners; leasing, taxi, delivery and corporate fleets; and smaller importers needing safe triage. Legal entities bought most EVs in the earlier market evidence, while 773 legal entities sought 2025 subsidy support [stock_feb_2024] [subsidy_2026]. Contracted collection, evidence packs and uptime SLAs matter more than walk-in volume.

Competitive landscape

Serbia is not an empty specialist market. Auto Centar Elektra advertises EV, OBC and battery repair; EV Clinic Belgrade advertises battery, motor and OBC work; Gama Center combines sales, parts and service; EVOservice promotes a certified independent network [elektra] [evclinic] [gama] [evoservice]. Official Fiat, BYD and MG networks retain warranty and parts advantages [fiat] [byd] [mg_service]. EVS must differentiate through governance, insurer/fleet SLAs, audit-ready evidence and consistent multi-site procedures.

Priority cities and corridors

Belgrade held 743,825 passenger cars in 2025—28.9% of the national parc—and is the only sensible first pilot [parc_2025]. Prioritise Zemun–Surčin–Batajnica for E75/Airport/fleet access and proximity to import/dealer activity. Voždovac–Rakovica has dense service demand but stronger specialist/OEM competition. Novi Sad is the second commercial node; Niš is a southern corridor/referral point; Kragujevac matters for Fiat skills and supplier links.

Consumer and fleet incentives

The 2025 programme offered up to EUR5,000 equivalent for new M1/N1 vehicles powered exclusively by electricity [subsidy_2025]. In 2025 the ministry funded almost 1,000 BEVs—207 applicants were individuals and 773 legal entities—and said subsidies would continue in 2026 [subsidy_2026]. Electronic applications began through eUprava in March 2026 with support up to EUR5,000 [subsidy_apply]. PHEVs and HEVs are not assumed eligible.

Business, tax and investment incentives

Serbian companies are incorporated electronically through APR [apr]. Standard VAT is 20% and corporate profit tax 15% [vat] [tax]. RAS offers investment support and searchable brownfield/greenfield locations, but repair-workshop eligibility for grants is not assumed [ras_invest] [ras_locations]. Equipment-support programmes may target production rather than services; obtain written eligibility before including any benefit [ras_equipment].

Tax and commercial model

Model all customer prices in nominal RSD and VAT-exclusive internal economics, then obtain a Serbian tax memo covering VAT registration, transfer pricing, royalty/management fees, withholding, customs and permanent establishment. Do not book an incentive, duty relief or subsidy in pilot EBITDA. Use short quote validity for imported tools and parts and separate deposits for special-order components.

Full analysis available in the complete report
Detailed findings, comparison matrices and recommendations.

Labour and occupational safety

Serbia’s 2023 Safety and Health at Work Law introduced stronger risk assessment, training, medical and record obligations; relevant implementing deadlines reached 1 January 2026 [osh]. The workshop must maintain role-based authorisation, risk assessments, lockout/tagout, insulated tools, PPE, rescue drills, incident reporting and periodic electrical-equipment/installation checks. Local OSH counsel and the labour inspectorate should sign off before energised work [labour_inspectorate].

Entity, premises and workshop licensing

Register a Serbian entity or tightly controlled partner arrangement, correct repair/diagnostic/parts activity codes, fiscalisation and beneficial ownership. Obtain written municipal and national positions on use class, occupancy, fire protection, environmental storage, lifts, compressors, signage and customer terms. No standalone national automotive-HV licence was located in the reviewed public sources; that absence is not permission for live work.

High-voltage operating rule

Launch at de-energised and diagnostically controlled scope only. Define EV-aware, instructed, authorised and specialist roles; require prove-dead, lockout/tagout, vehicle exclusion zones, rescue equipment and two-person rules where risk demands. EVOservice’s certified-network positioning confirms local training competition, but EVS must independently validate competence and insurer acceptance [evoservice].

Battery, hazardous waste and quarantine

Traction batteries and contaminated components require classification, records, secure storage and authorised transfer. Serbian waste activities can require permits, financial guarantees and environmental liability cover [waste_guarantee]. Damaged batteries may fall under dangerous-goods transport and route/document controls [dangerous_goods]. The pilot must not store damaged packs on-site: use an approved off-site quarantine and licensed carrier/handler. No pack opening at launch.

Full analysis available in the complete report
Detailed findings, comparison matrices and recommendations.

Refrigerant and thermal systems

Limit launch scope to non-invasive thermal diagnosis unless technicians, equipment, refrigerant recovery, records and waste routes are confirmed under current Serbian rules. Do not vent refrigerant. Outsource opening/recharging of regulated circuits until counsel and the equipment supplier confirm certification and record requirements.

Consumer, data and evidence obligations

Use written estimates, customer approval, replaced-part policy, warranty limitations, complaints log and Serbian-language terms. Vehicle telemetry, VINs, photos, insurer reports and customer contacts are personal or commercially sensitive data. Serbia’s Personal Data Protection Law is aligned to EU concepts and supervised by the Commissioner [data_law] [commissioner]. Apply lawful basis, minimisation, retention, access control and cross-border transfer controls.

Franchise recommendation

Do not sell a Serbian franchise from desktop evidence. Operate one company-controlled partner pilot, retain technical authorisation, tooling, data, QA, pricing logic and customer evidence, and audit the partner weekly. Franchise only after 12 audited months, positive unit economics, zero serious HV/fire events, stable lawful parts/data access and a repeatable compliance pack.

Full analysis available in the complete report
Detailed findings, comparison matrices and recommendations.

Operating model

Use two controlled bays inside an audited partner site, EVS work instructions, direct booking/payment visibility, digital evidence, weekly QA and central authorisation for scope exceptions. Hold minimal stock; source common wear parts locally and special-order HV parts against deposits. Use an authorised environmental partner for damaged batteries and a qualified electrical contractor for premises/charger work.

Detailed findings, comparison matrices and recommendations.

Pilot economics

Cautious/base/high 90-day cases are 150/300/500 orders and RSD2.70m/RSD8.40m/RSD21.00m revenue. EBITDA is -RSD3.666m/+RSD0.200m/+RSD4.760m. Base break-even is 286 orders [evs_model]. No hub capex, subsidy, PHEV stock, pack-remanufacturing, bus work or charger-energy revenue is assumed. A permanent hub requires downside payback at or below 24 months.

Principal risks and mitigations

The largest risks are class/active-stock uncertainty, PHEV/HEV ambiguity, strong existing specialists, OEM warranty capture, parts/tool access, old-fleet price sensitivity, battery custody and charging overcounts. Mitigate with a registry extract, top-20 platform matrix, contracted B2B volume, deposits, refusal rules, off-site quarantine, insurer sign-off and a reversible partner-bay structure.

Critical diligence questions

Request MUP active stock by powertrain, class, year, region and owner type; top VIN/model list; PHEV/HEV split; warranty and grey-import share; insurer EV-claim volumes; fleet downtime; tool/data subscriptions; pack/quarantine routes; live charging sites/connectors; site/fire classification; technician availability; and written tax/incentive eligibility. Each answer should update the investment case.

Methodology

Research used fresh primary or authoritative material available on 10 August 2026. Definitions were reconciled before calculation. Stock, flows, targets, mapped infrastructure, brand availability and assumptions remain separate. Scenario forecasts are sensitivities, not predictions. TAM/SAM/SOM uses a sourced stock reference plus explicit EVS assumptions. All material quantitative claims carry source IDs resolved in the source register.

Limitations and uncertainty

The main gap is the absence of a public active passenger BEV/PHEV register extract. The 6,000 figure may include non-passenger or inactive vehicles; the 90% service-class factor is an EVS assumption. Hybrid totals combine powertrains. Charger counts may mix equipment and sites and do not prove uptime. Model-level stock, local labour, rents, insurance, OEM access and waste routes need quotations. No legal, tax or investment conclusion replaces local advice.

Source register

The artifact contains a complete linked register with publisher, publication/access date and role. Priority sources include Serbia’s Statistical Office, Ministry of Environmental Protection, APR, Tax Administration, RAS, MGSI, Commissioner, Serbian Association of Vehicle and Parts Importers, Chamber-linked reporting, official OEM/service pages and EVS corporate sources.

Final recommendation

Authorise one 90-day Zemun–Surčin–Batajnica partner-bay pilot, capped at two bays and reversible cost. Do not approve a permanent hub or franchise. Serbia’s EV base is growing and B2B adoption is material, but the addressable stock is small, public powertrain definitions are incomplete and local specialist competition is credible. EVS earns the right to invest only through verified stock, contracted demand, safety governance and positive audited unit economics.
