Executive summary

The verdict in full

Conditional go to an asset-light, company-controlled New Cairo–Nasr City–Obour validation hub; defer a permanent full workshop and any franchise rollout. Egypt has the strongest reported 2025 EV sales among the cited African comparison markets [idsc_ev_2025], but the insurance-pool series is gross registration flow—not active stock—and competition is already forming. Enter through paid importer, fleet, insurer and used-EV evidence work from controlled partner premises; lease only after every gate passes.

Decision rule

The illustrative base case is 1,800 orders at EGP25,000, 50% gross margin and EGP20 million fixed cost, yielding EGP2.5 million EBITDA. Low case loses EGP12.24 million. These are EVS assumptions; reprice quarterly for inflation, FX, rent, labour and tool imports and approve only after signed minimum volumes.

Decision logic

Egypt is currently a platform-access, evidence and contracted-utilisation opportunity. Its 2025–2026 EV growth and approximately six-million-car parc [capmas_2025] create long-run potential, but a young warranty-heavy fleet, currency volatility and inconsistent statistics punish speculative capex. A small eastern-Cairo hub with west-Cairo collection/mobile reach is the lowest-regret route.

Decision facts

  • Egypt had 11.05 million licensed vehicles and about 6.0 million licensed cars at end-2025 [capmas_2025].
  • The insurance-pool series reported 15,950 passenger EVs cumulatively through September 2025 [ev_sep_2025].
  • Visible non-overlapping passenger-EV flows produce a 27,795 conservative floor through June 2026, deliberately excluding February 2026 [evs_model].
  • Infinity reported more than 250 stations and 850 charging points across 18 governorates in April 2026 [infinity_2026].

Definitions and reconciliation

Monthly sources alternate among all electric vehicles and electric passenger cars. EVS uses passenger-car figures only. The October and November cumulative numbers reconcile exactly to the September passenger base plus monthly passenger flows. February 2026 is omitted because no reliable passenger figure was located. PHEV/REEV are not consistently separated, so no national PHEV stock is invented.

Adoption history

The visible cumulative passenger-EV flow rose from 15,950 at September 2025 to 18,596 at November, then to a conservative 27,795 by June 2026 after adding available monthly passenger data [ev_sep_2025] [ev_nov_2025] [evs_model]. This is directional evidence, not a live stock census; deregistration, duplication and pre-series vehicles remain unresolved.

Cautious, base and high scenarios

EVS applies 15%, 30% and 45% annual growth to the 27,795 visible floor over 4.5 years. The outputs are capacity sensitivities, not official fleet forecasts. Replace the starting denominator with verified active stock before investment approval.

EVS end-2030 planning scenarios

15%, 30% and 45% annual growth from the conservative visible flow floor.

Charging infrastructure

Sources mix stations, points and connectors. JETRO reported 300–450 operating stations against a 3,000-station government target [jetro_2026], while Infinity reported 250-plus stations and 850-plus points [infinity_2026]. These are not additive. Decision 101/2025 reset commercial tariff ratios; EVS should keep public charger operation outside the launch model [charging_tariff_gazette].

Vehicle parc age and service demand

CAPMAS reports about six million licensed cars but not the EV age curve in the cited release [capmas_2025]. The observed EV cohort is inherently young because the insurance-pool series begins in July 2021. Early demand therefore concentrates in PDI, software/localisation coordination, battery evidence, tyres, suspension, brakes, HVAC, vehicle-side charging and collision isolation—not high-frequency powertrain overhaul.

Service-demand implication

Do not transfer ICE service incidence or spend to EVs. Utilisation must come from importer campaigns, fleet uptime, insurer custody and used-EV certificates. Retail work should follow only after VIN-level platform coverage, parts routes and first-time-fix are demonstrated.

Transparent TAM / SAM / SOM

The model applies 42% annual paid-service incidence and EGP18,000 spend to the 27,795 gross registration floor, then 30% independent eligibility and 75% Greater Cairo reach. All four rates are explicit EVS assumptions. Base SOM is 1,800 orders at EGP25,000, not a market statistic.

What is and is not counted

Included: cumulative passenger-EV flow through September 2025 plus non-overlapping October–January and March–June passenger flows. Excluded: February 2026, non-passenger EVs, HEV/MHEV unless classified as electric by the source, inactive/deregistered vehicles, pre-July-2021 stock, captive warranty work and charger installation. The true active pool may be higher or lower.

Priority customer segments

Chinese-brand importers and parallel-import specialists come first, followed by corporate/delivery/ride-hail/government fleets, insurers/bodyshops/recovery, used-EV evidence buyers and then retail. Each segment converts uncertainty into contracted or paid demand before lease.

Leading brands and platforms

Launch diligence should focus on BYD, DFSK, Volkswagen ID, Zeekr, Deepal and Geely, then XPENG, Avatr, ROX and premium German EVs. The monthly ranking is brand—not VIN—evidence; every platform needs a lawful tool, parts, software, lift, isolation and recovery matrix before sale.

Competitive landscape

Authorised OEM networks control warranty, software and parts. XPENG/Raya has a substantial service-centre strategy [raya_service]. DriveTech already advertises Chinese-EV localisation, diagnostics and mobile/pickup service in New Cairo [drivetech]. EVS must differentiate through auditable safety, cross-brand evidence, fleet SLAs, insurer custody and transparent limitations—not price alone.

Priority cities and regions

New Cairo–Nasr City–Obour ranks first because demand, importers, airport access and visible specialist activity concentrate in the east. Sheikh Zayed–6th of October–Smart Village is a strong west-Cairo spoke and possible second hub. Alexandria–Borg El Arab follows for port, fleet and training depth. Consumer incentives

The IEA policy record describes up to EGP50,000 for qualifying locally manufactured EVs [automotive_programme]. Do not apply it to imported vehicles without product-specific confirmation. A tariff interface shows 0% customs duty and 14% VAT for a qualifying BEV heading, but Customs pre-classification remains mandatory [bev_tariff]. No PHEV/REEV exemption is assumed.

Labour and workforce

Law 14/2025 has applied since September 2025 and changed employment governance [labour_law] [labour_detail]. Use written contracts, competence files, role authorisation, occupational-safety controls and an Arabic operating system. The KOICA/PVTD programme offers a developing technician pipeline but is not proof of current supply [koica_training].

Licensing and workshop permissions

No single EV-workshop licence was located. Confirm whether the activity falls under IDA, local/governorate or mixed permitting; obtain zoning, occupancy, environmental, Civil Protection, electrical and trade approvals in writing [ida_permitting]. Regulatory silence is a diligence item, not permission.

High-voltage controls

Require identify–isolate–prove dead–lock/tag–verify–rescue, insulated PPE/tools, controlled keys, two-person escalation, documented handover and emergency drills. No roadside HV work, energised work or pack opening at launch. Foreign credentials do not substitute for written Egyptian legal scope.

Battery, waste and workshop safety

Waste Law 202/2020 distinguishes hazardous and non-hazardous waste and controls licensing, mixing, transport and disposal [waste_law]. Obtain WMRA/EEAA classification for traction batteries; contract a licensed chain; and secure authority-approved damaged-battery quarantine, custody, fire and recovery plans before intake.

Full analysis available in the complete report
Detailed findings, comparison matrices and recommendations.

Thermal systems and refrigerants

Heat-pump, refrigerant and pressure work requires competent personnel, recovery equipment and current environmental/technical confirmation. Keep circuit-opening behind a documented competence and legal gate; begin with non-invasive diagnosis.

Consumer, warranty and data

Provide Arabic scope, estimate, parts provenance, limitations, warranty and complaint escalation. Map every customer, VIN, camera, diagnostic and telematics data flow under Law 151/2020 and restrict OEM/cloud access to lawful, authorised purposes [consumer] [data_law].

Franchise and operating model

Start company-controlled and asset-light from controlled partner premises; then a two-bay hub. Franchise only after 12 months of audited safety, demand, gross margin, first-time-fix, comeback and platform KPIs. Agreements must control training, audit, territory, data, insurance, parts, brand and termination.

Full analysis available in the complete report
Detailed findings, comparison matrices and recommendations.

Pilot operating design

Use two bays, appointment intake, separated quarantine, mobile triage, pickup routes across east/west Cairo and minimal inventory. Publish a green/amber/red VIN matrix. Price fixed evidence and diagnostic products, collect deposits for imported parts and report fleet uptime digitally.

Pilot economics

The illustrative base case is 1,800 orders at EGP25,000, 50% gross margin and EGP20 million fixed cost, yielding EGP2.5 million EBITDA. Low case loses EGP12.24 million. These are EVS assumptions; reprice quarterly for inflation, FX, rent, labour and tool imports and approve only after signed minimum volumes.

Risks and mitigations

The largest risks are unverified active stock, mixed registration definitions, warranty captivity, Chinese-platform fragmentation, FX/inflation, informal price competition, battery/fire liability and charging variability. The entry design converts each risk into a measurable pre-lease control.

Remaining diligence questions

What is active EV stock by status, postcode, model and year? How many are official versus parallel imports? Which OEM tools, software and parts can EVS lawfully access? Which authority signs battery quarantine and workshop use? Which fleets/importers will accept paid minimum-volume SLAs?

Methodology

Primary government, regulator, multilateral and company sources were preferred. Because directly queryable official EV tables were unavailable, insurance-pool figures were used through attributed press reproductions and reconciled arithmetically. Every material number is linked; facts, reported estimates and EVS assumptions are separated.

Limitations

No official active BEV/PHEV stock, EV age distribution, postcode extract, February 2026 passenger-EV figure or consistent national charger census was located. PHEV/REEV separation is incomplete. Legal, tax, customs, site, fire, waste, electricity and labour conclusions require dated Egyptian advice before commitment.

Source register

The linked registry records publisher, publication/access date, URL and definition note. Calculations, forecasts, scores, economics and gates resolve to the EVS model. Conflicting definitions are retained and excluded from core sizing where they cannot be reconciled.
