The verdict in full
Verdict: conditional go for a company-controlled Stockholm North–Arlanda validation hub; no immediate master-franchise sale. Sweden already has 806,521 plug-in passenger cars, a dense public charging network and a large corporate-buyer channel. The opportunity is real, but routine work is contested by OEMs and national workshop chains, Swedish customers expect high technical proof and digital convenience, and the serviceable cohort is still young.
EVS wedge: multi-brand difficult diagnosis, battery-health and pre-purchase evidence, charging/thermal/power-electronics faults, fleet uptime, insurer/body-shop HV support and pickup/delivery.
Capital stance: approve a staged paid validation only. Require lawful functional access across priority platforms, signed HV/fire/waste procedures, 120 paid jobs, two anchor B2B accounts and a credible path above SEK17.9m annual break-even revenue before permanent six-bay capital.
Market size: the service pool is official and already material
At 31 December 2025 Sweden had 432,709 BEV and 373,812 PHEV passenger cars, a combined 806,521 plug-in cars. They represented 16%—one in six—of the more than five million passenger cars in traffic. Stockholm County led at 30%; Jämtland, Gotland and Norrbotten were around 8%.

The comparable plug-in passenger-car stock was 659,489 at end-2024 and 722,211 in September 2025. The 2025 official total therefore confirms a fast-expanding installed base without an EVS bridge estimate. Other plug-in vehicle classes are excluded from the passenger-car service pool.

New registrations: definitions differ, direction does not
Mobility Sweden recorded 272,987 new passenger cars in 2025, with 36.5% BEV and 26.7% PHEV, or 63.2% plug-in. Companies accounted for more than six in ten new registrations, making fleet and leasing channels central to demand acquisition.

Trafikanalys reported a 61% official plug-in registration share in 2025, up from 57% in 2024, with BEV registrations up 6% and PHEV registrations up 16%. EVS does not force the 61% and 63.2% figures into one number: they come from different publication series, timing/registry treatments and rounding. Official stock and trend claims use Trafikanalys; detailed market mix uses Mobility Sweden.

In H1 2026, BEVs were 41.5% and PHEVs nearly 25% of new passenger-car registrations—about two-thirds plug-in. Mobility Sweden retained a 2026 forecast of 280,000 passenger cars and a 45% BEV share. These are industry forecasts, not government guarantees.

Forecasts: near-term official trajectory, cautious 2030 planning cases
Trafikanalys expected the BEV fleet to rise from more than 430,000 in 2025 to just under 690,000 in 2028, with PHEVs increasing by more than 100,000 and plug-ins reaching 71% of new registrations. Actual end-2025 BEV stock of 432,709 was close to the forecast starting point.

Charging infrastructure is dense and still expanding
At end-May 2026 Sweden had 68,117 public charging ports across 9,676 stations. At end-2024 the comparable Power Circle series showed 45,159 ports and 6,578 stations. Public ports are operational network counts; grant approvals are not added to them.

Klimatklivet approved 52,802 workplace/residential charging points during 2025 and has a SEK4.5bn 2026 budget. Ladda bilen can support business/employee charging up to SEK15,000 per point, with support rates varying by company size. These approvals may overlap later operational counts and are not a current-public-network statistic.

Network scale creates demand for onboard-charger, charge-port, isolation, thermal-derating and communications diagnosis. EVS should maintain AC and DC test capability and evidence whether a fault is in the car, cable or charge point.
Vehicle parc age and service-demand logic
Sweden has a mixed-age fleet of more than five million cars, while most plug-in vehicles entered service recently. ACEA publishes country-level fleet-age data, but the Swedish value was not reliably extractable from its interactive page during this run; no age statistic is invented. EVS must buy model-year/VIN catchment data before final capacity planning.

The immediate demand pool is therefore not conventional scheduled servicing alone. It is tyres and alignment, suspension, brake corrosion, cabin thermal systems, charge hardware, 12V/low-voltage faults, ADAS calibration coordination, collision isolation and evidence-led used-EV transactions. High-voltage pack opening remains gated by tooling, insurance and competency proof.

Sourced input: 806,521 plug-in passenger cars at end-2025. EVS assumptions: 0.62 relevant paid jobs per vehicle per year; SEK5,800 blended revenue per relevant job; 52% independently addressable; 68% in priority regions/segments. This produces a SEK2.90bn TAM, SEK1.51bn independently eligible pool and SEK1.03bn SAM. The model is directional and excludes conventional ICE-only work, charging-infrastructure installation revenue and traction-battery replacement pass-through.

Lead with used-EV dealers/buyers, leasing returns, corporate and municipal fleets, rental/ride-hail/delivery operators, insurers/body shops and out-of-warranty premium owners. Company buyers dominate new registrations, so a retail-only site would miss the strongest acquisition channel.

Competitive landscape
OEM dealers retain warranty, campaigns, software, parts and goodwill advantages. Bosch Car Service and MECA already market EV/hybrid capability through independent networks. EVS should not compete primarily on commodity servicing; differentiation must come from complex multi-brand evidence, fleet response times, pickup/delivery and an auditable technical operating system.

Priority launch regions
Stockholm North–Solna–Sollentuna–Arlanda is the recommended validation corridor because Stockholm County has Sweden’s highest plug-in share, premium/fleet density and airport/logistics demand. Consumer, fleet and charging incentives
Sweden’s broad climate bonus ended in November 2022. A new targeted premium launched 18 March 2026 for lower-income households in rural or weak-transit areas and can pay up to SEK46,800 over three years for a new or used BEV. More than 8,000 applications were received by early May. EVS should not model this as a nationwide retail subsidy.

The climate premium for light electric trucks runs to 30 October 2027 and can cover up to 30% of eligible incremental cost, capped at SEK40,000 for applications from 2025. Application must precede ordering. Charging support can materially assist fleet and workshop infrastructure, but eligibility and state-aid treatment need project-specific confirmation.
Business, tax and investment setting
Sweden’s corporate income-tax rate is 20.6% and standard VAT is 25% at the research cut-off. These affect location and pricing models but are not incentives. EVS should obtain Swedish tax advice on permanent establishment, payroll, transfer pricing, company cars and VAT recovery before contracting.

Foreign investment in protection-worthy activities can require notification to the Inspectorate of Strategic Products. A conventional repair subsidiary may fall outside scope, but connected-vehicle data, critical infrastructure customers or sensitive technology can change the analysis; legal screening is a launch gate.
franchise
Swedish franchise law requires clear written pre-contract information in good time. The official materials do not establish a universal 14-day rule, so the report does not invent one. EVS should prepare Swedish disclosure, competition, data, lease and employment packs before offering any franchise.
Workshop, labour, HV, battery and waste regulation
A workshop’s chemicals, painting, wastewater and other processes determine whether municipal notification as a C activity is required; where it applies, notification is generally due at least six weeks before start. It is unsafe to assume every repair workshop has the same permit path. Site-specific municipal review is mandatory.

No general national EV-mechanic licence was identified in authoritative desk research. That does not remove employer duties: EVS needs documented risk assessment, role-based HV competence, lockout/tagout, PPE, insulated-tool control, rescue plan and supervision. Vehicle-inspection technicians and accredited post-repair inspection are separate regulated functions and must not be conflated with ordinary repair.

Fixed charging installations must follow Swedish electrical-safety rules and the joint MSB/Boverket/Elsäkerhetsverket guidance. Use registered electrical contractors for fixed infrastructure; keep workshop vehicle diagnosis under the EVS HV safe system.
battery
EU Battery Regulation producer responsibility applies from 18 August 2025. EVS is not automatically a battery producer merely because it services vehicles, but importing/placing batteries on the market can trigger producer registration and finance duties. Removed batteries require a documented chain to authorised carriers and treatment partners.
dangerous goods
Lithium batteries can be dangerous goods under ADR/RID; damaged/defective packs require specialist classification, packaging and carrier acceptance. MSB is the competent Swedish authority for road/rail rules. The workshop should not transport damaged traction packs under a generic parts process.
fire
MSB recorded 40 fires involving electric/hybrid cars in 2024 within a much larger all-fuel passenger-car fire total. This supports proportionate quarantine and thermal-event planning, not sensational treatment of EVs as intrinsically high-fire-frequency vehicles.
rmi
EU law requires standardised, non-discriminatory access to repair and maintenance information for independent operators. It does not guarantee frictionless access to every security function, software workflow, part or commercial term. EVS must live-test VIN-level functions and subscription costs before promising coverage.

Franchise and operating model
Phase 1 should be a company-controlled technical hub with Swedish management, central EVS technical standards and local B2B account ownership. Phase 2 can add pickup points or accredited referral partners. Sell a franchise only after the hub proves unit economics, tool access, parts/waste SLAs, Nordic training and Swedish disclosure. A hub-and-spoke system is preferable to prematurely franchising full HV capability.

The base mature-year case uses 2,880 jobs, SEK6,900 average revenue, 57% contribution margin and SEK10.2m fixed costs, yielding SEK1.13m EBIT. Break-even revenue is SEK17.89m. All inputs are EVS assumptions and exclude financing, corporation tax and exceptional battery pass-through. Live quotes and 120 paid jobs must replace them before investment.

Methodology, limitations and audit
Research prioritised Swedish authorities, official statistics, government programmes and EU law, then industry bodies for current registration and charging detail. Stock, registrations, forecast cases, grant approvals and operational chargers remain separate. Every EVS assumption is labelled. No statistic was inferred when an authoritative value could not be verified. Currency is SEK; VAT is excluded from operating revenue. Desk research cannot replace Swedish legal, tax, insurance, fire, environmental, labour or electrical advice.
