Approve a 90-day paid validation programme and conditional lease option—not a national franchise rollout. The pilot must prove demand, multi-brand platform coverage, safety/compliance, staffing and economics before fixed capex.

Finland ended 2025 with 169,458 registered BEV passenger cars, up 39% year on year. There were 2,723,489 passenger cars in traffic use and 3,819,975 registered passenger cars [stat_fleet25].

Registered stock includes vehicles not currently in traffic use; traffic-use stock is operationally narrower. The core model uses the exact registered BEV count because no exact current official PHEV traffic-use value was surfaced. Rounded plug-in shares remain context only [traficom_stock].

Traffic-use plug-in passenger cars grew from 7,168 in 2017 to 285,145 in 2024. PHEVs historically led, while BEVs accelerated from 44,889 in 2022 to 118,297 in 2024 [aut_history].

Statistics Finland recorded 71,890 new passenger cars in 2025, including 26,748 BEVs; used imports were 41,092 [stat_reg25]. EAFO reports 14,516 PHEVs and a 57.4% combined plug-in share [eafo25]. The two sources differ by two total registrations and three BEVs; official national counts anchor this report.

EVS sums 17,797 BEVs across the six official monthly releases for H1 2026, equal to 47.8% of 37,257 total new cars. This is an EVS derivation, not a separately published official headline [stat_h126] [stat_jan26] [stat_feb26] [stat_mar26] [stat_apr26] [stat_may26].

Applied to the end-2025 registered BEV base, EVS scenarios yield about 299k cautious, 388k base and 497k high BEVs by 2030. These are planning cases, not official forecasts.

At end-2023 Finland had about 12,000 public charging points, including about 1,900 rated at least 150kW across more than 400 station locations. Traficom said most 2025 and 2027 AFIR objectives were already met [charge]. A live register extract is a pre-launch diligence item.

The average traffic-use passenger car was 13.6 years old in 2024 [stat_fleet24]. The 2025 registered-stock average was 17.8 years [stat_fleet25]; these scopes are not directly comparable. Age supports mechanical demand but must not be mistaken for BEV age.

Finland performed 31,432 EV inspections in 2025, double 2024, and rejected 23%; four-year-old EV rejection reached 19.6%. Across all passenger cars, 2.18m inspections had a 30% rejection rate [inspection]. This is strong evidence for chassis, brake, tyre and diagnostic demand—not proof of EVS capture.

Core TAM is 169,458 BEVs × 60% addressable annual incidence × EUR1,800 = EUR183.0m. Independent-eligible value is EUR100.7m. A 42% Helsinki metro plus Tampere assumption gives EUR42.3m SAM. Base pilot SOM is 3,200 repair orders × EUR2,000 = EUR6.4m. Every rate and spend input is an EVS assumption.

PHEVs, vans, heavy vehicles, full-pack replacement, charging installation revenue and national franchising are excluded from the core case. They are optional upside after clean stock, capability and compliance evidence.

Lead with out-of-warranty owners, leasing/company-car fleets, used-car dealers, insurers and high-utilisation fleets. PHEV demand is real but operationally more complex and remains outside the numerical core TAM.

Initial platform coverage should centre on Tesla Model 3/Y, VW Group BEVs, Volvo/Polestar, Hyundai/Kia and ageing Nissan Leaf. Traficom’s 2025 comparison lists Skoda Enyaq, VW ID.4 and Skoda Elroq as leading mid-size SUV BEVs [models].

OEM networks control warranty, campaigns, parts and software. Bosch Car Service, Mekonomen and capable local workshops offer cross-brand service [bosch] [autosk] [tampere_bosch]. FINESLA demonstrates specialist Tesla/mobile competition [finesla]. EVS must differentiate with evidence-grade battery reports, insurer workflows and fleet SLAs.

Recommend Helsinki–Vantaa–Espoo for the pilot and Tampere for the first spoke. Turku is the next partner candidate; Oulu is a later cold-weather/northern coverage play. Scores are EVS assumptions pending a regional Traficom parc extract and lease/labour quotes.

No purchase subsidy is included. From 2026, workplace charging is a EUR30/month taxable benefit for BEVs and EUR20 for PHEVs [tax_charge]. Company-car taxable values retain specific electric-powertrain reductions [tax_car]. BEV vehicle tax increased from 2026; live vehicle-specific tax must be checked [vehicle_tax].

The 2026 corporate tax rate is 20% [cit] and standard VAT is 25.5% [vat]. Business Finland can support genuinely innovative R&D or establishment, but routine workshop capex receives no assumed grant [invest] [rd].

A Finnish Oy is the default operating vehicle, subject to tax and legal advice. Register through PRH and establish VAT, payroll, insurance and beneficial-owner controls before trading [company].

Recruit a lead diagnostician first, then competency-sign technicians by platform and work type. Apply SFS 6002:2025-aligned safety practice and document isolation, rescue and authorisation [sfs6002]. Immigration and collective-agreement obligations require live review [employment] [immigration].

Ordinary repair, inspection, tachograph, heavy-brake and other regulated activities do not share one blanket licence. Traficom requires permits or notifications for specified workshop activities and location-specific approvals [workshops]. EVS should not market statutory vehicle inspection without a separate licence [inspection_licence].

The Occupational Safety and Health Act and Electrical Safety Act drive risk controls [osha] [electrical_act]. Obtain written counsel/authority scope on traction-battery work versus fixed electrical installation, then enforce lockout, test-before-touch, insulated tools, rescue equipment and competency records.

Finland’s Waste Act, EU Battery Regulation and producer-responsibility framework govern waste batteries and import roles [waste_act] [battery] [battery_eu]. No pack opening before quarantine, monitoring, damaged-battery logistics, downstream recycling, insurer and rescue-service terms are signed [rescue].

HVAC service requires Tukes-aligned competence and equipment; chemicals require REACH/CLP controls [f_gas] [chemicals]. Site diligence must cover wastewater, noise, waste storage and municipal notifications [municipal].

Quotes, advertising, repair authorisation and warranties must comply with the Consumer Protection Act [consumer]. VIN, telematics, battery reports and fleet data require GDPR controls, minimisation and a DPIA where appropriate [gdpr].

Start company-controlled. Finnish counsel must adapt disclosure, termination, pricing and non-compete terms under local contract law and EU competition rules [competition] [vag_ber]. Motor-vehicle repair-information access is relevant but does not guarantee every OEM function [motor_ber] [type_approval].

Launch battery-health certification, paid diagnostics, charging/thermal faults, brakes/tyres/suspension, compliant HVAC, fleet SLAs and collection/mobile triage. Hold module repair, unsupported programming and safety-critical ADAS release behind explicit gates.

Use one company-controlled hub with mobile triage and collection, partner referrals in Tampere/Turku, central technical governance and a VIN/function capability database. Do not sell franchises until one audited operating year.

The illustrative base case produces EUR6.4m revenue, 57% gross margin and EUR0.30m EBITDA before tax and financing. Low case loses EUR1.79m; high case earns EUR3.62m. Thin base profitability makes anchor demand and staged capex mandatory.

Critical risks are OEM access, battery fire, modest national scale, labour cost and technician scarcity. Definition overstatement is separately controlled by excluding PHEVs from the core TAM.

Days 0–30: legal/compliance mapping, customer discovery and regional data. Days 31–60: 80 paid diagnostics, 25 VIN/function tests and binding quotes. Days 61–90: anchor LOIs, HSE audit, staffing and board go/no-go pack.

No hub without paid/credible demand, ≥90% promised function coverage on target VINs, written safety/compliance approvals, positive validated base economics and a competent team. No franchise sales before the franchise gate.

Primary Finnish and EU sources anchor fleet, registrations, inspection, charging, tax and regulation. Commercial sources support competitor mapping only. EVS assumptions are explicit in datasets and calculations. Conflicting definitions are reconciled before sizing.

Exact current PHEV stock, live charging count, regional EV parc, labour/lease quotes, OEM-function success and insurer terms were not available as clean public primary evidence. They are diligence gates, not filled with invented statistics.
