The official transport headline showed 104,256 registered battery-electric motor vehicles on 26 July 2026 [mot_facts]. H1 2026 registrations accelerated, but the report does not annualise that surge. The investment case rests on ageing stock, used imports and specialist scarcity—not a heroic sales forecast.

Proceed only if paid validation demonstrates platform access, contracted throughput and compliant battery handling. The base case produces only modest EBITDA; this is a disciplined option-building entry, not a scale-first rollout.

BEV, PHEV and non-plug-in hybrid are kept separate [ev_definition]. Core TAM uses the current official BEV headline only. Current PHEV active stock is excluded because the accessible primary headline does not expose a clean number; cumulative registrations are not active stock and are never added.

The government reported approximately 117,000 BEV+PHEV vehicles at end-November 2024, up 9.3% from 1 January 2024 [erp2_transport]. A secondary MVR snapshot put March 2025 at 85,916 BEVs and 36,950 PHEVs [march_stock]. These historical definitions are shown, not spliced into the July 2026 BEV denominator.

A secondary publication of registration data reports 7,706 BEVs (5.6%) and 6,885 PHEVs (5.0%) in 2025 [sales_2025]. H1 2026 estimates are 8,792 BEVs and 5,158 PHEVs [sales_2026]. Both are flow metrics and do not equal surviving active stock.

EVS scenarios compound the July 2026 BEV base for 4.5 years at 8%, 14% and 20%. They are planning envelopes—not official forecasts. PHEVs are excluded, so the service pool may be conservative if clean current stock is confirmed.

New Zealand had 1,378 public charge points at 31 December 2024, about one per 84 BEV+PHEV vehicles [charge_2025]. The government said the network had a little over 1,800 points in March 2026, with announced investment taking the expected total to about 4,550 and a target of 10,000 by 2030 [charge_2026]. Points are not sites and operator networks are not summed.

New Zealand’s used-import channel creates an older service cohort earlier than new-sales data suggests. In March 2026 used-import BEV registrations rose to 613 and Nissan Leaf accounted for 448 [used_imports]. This supports battery-health, charging, thermal, brake and suspension work, but regional age/stock extracts remain a pre-capex gate.

The model separates facts from EVS assumptions. TAM starts with 104,256 registered BEVs. Incidence, spend, independent eligibility and Auckland–Hamilton concentration are assumptions. PHEV upside, full-pack replacement and national expansion are excluded.

Prioritise ageing used-import owners, out-of-warranty premium owners, fleets/rental, used-EV dealers/importers and insurers. Treat PHEV owners as a real operational segment but keep them out of the core numerical TAM until active stock is cleanly sourced.

Launch coverage should centre on Nissan Leaf/e-NV200, Tesla Model 3/Y, BYD, Mitsubishi PHEVs, Hyundai/Kia and selected MG/European platforms. March 2026 used-import data confirms Leaf’s continuing dominance, while 2026 new-sales data shows Tesla and BYD momentum [used_imports] [sales_2026].

OEM networks retain software, parts and warranty advantages. MTA members, AA-linked services and local EV specialists provide trusted independent alternatives [mta] [aa]. EVS must win on transparent cross-brand diagnosis, evidence-grade battery reports and fleet SLAs—not commodity servicing.

South/East Auckland is the recommended hub because it combines the largest catchment, fleet/logistics access and dealer/importer proximity. Hamilton is the first spoke. Wellington and Christchurch are later partner-led options; city scores are EVS assumptions pending regional MVR data and lease quotes.

The Clean Car Discount ended on 31 December 2023 and no new rebate is available [ccd_end]. The Clean Car Standard remains an importer-side supply mechanism [ccs]. BEVs and PHEVs under 3.5 tonnes began paying RUC on 1 April 2024 [ruc]. Verify live rates at launch [ruc_nz].

Most companies pay 28% income tax [tax] and GST is 15% [gst]. The 15% R&D tax incentive requires genuinely eligible R&D, minimum spend and approval; routine repair or training should not be assumed eligible [rdti]. No generic workshop subsidy is included in economics.

Use a New Zealand subsidiary unless tax and legal advice supports an overseas-company registration. An overseas company carrying on business must register within 10 working days [companies]. Screen leases, acquisitions and sensitive assets with the Overseas Investment Office [investment].

Build around a lead diagnostician, competency-signed technicians and a formal Level 5 EV pathway. New Zealand’s specialist qualification targets experienced technicians diagnosing complex electric/hybrid faults and is not manufacturer-specific [ev_qualification]. Imported recruitment must be checked against live visa rules [immigration].

A general repair workshop cannot imply it is a WoF issuer. WoF scope excludes many mechanical-condition checks [wof], and issuing requires NZTA appointment and VIRM controls [inspection_org]. Frequency changes begin 1 November 2026, including ADAS-related inspection expansion [wof_reform].

HSWA duties require risks to be eliminated or minimised [hswa]. EV pack isolation, stored-energy control, thermal monitoring and competency records must be workshop controls [lockout]. Fixed charger/building work may be prescribed electrical work; obtain a written WorkSafe/EWRB scope opinion before offering it [electrical] [esr].

E-waste including large batteries is a declared priority product [waste]. EVS needs traceable quarantine, damaged-pack segregation, dangerous-goods logistics, downstream contracts and a site-specific emergency plan before opening packs. No module repair is sold until insurer and fire sign-off [fire].

Quotes, diagnosis and warranties must comply with the Consumer Guarantees Act and Fair Trading Act [consumer] [fair_trade]. Telematics, VIN, owner and fleet data fall under the Privacy Act; indirect-collection notification duties expanded from 1 May 2026 [privacy_principles].

Start with battery-health certification, diagnostic triage, charging/thermal faults, brakes/tyres/suspension, HVAC via compliant capability, fleet uptime and collection/delivery. Hold module repair, unsupported programming and safety-critical ADAS functions behind explicit gates.

Run the pilot as company-controlled or tightly managed joint venture. Use local fleet/dealer/referral partners but retain brand, diagnostic method, pricing governance, safety controls and data. No franchise sales until one audited operating year and a New Zealand-specific disclosure pack.

All economics are pre-tax EVS assumptions in NZD and exclude financing. Base revenue is 2,800 repair orders × NZ$1,900; gross margin 56%; fixed cost NZ$2.75m; EBITDA about NZ$0.23m. The thin base margin makes anchor contracts and staged capex mandatory.

The largest risks are small scale, policy volatility, OEM access, battery fire, used-import claim complexity, technician scarcity and geographic fragmentation. Every risk has a gating action; insurance, waste and platform access are not paperwork to defer until after lease signing.

Days 0–30: legal/compliance workstreams and customer discovery. Days 31–60: paid pop-ups and VIN-function tests. Days 61–90: conditional premises, insurer/fire/waste terms, anchor LOIs and a board go/no-go pack.

The pilot requires paid/contracted demand, lawful target-platform coverage, written safety/compliance approval, validated margin/payback and a competent team. Failure of any critical gate means narrow, delay or stop—not optimistic reforecasting.

Primary government sources anchor stock, policy, charging, tax and regulation. Industry and specialist secondary sources supplement sales/model detail. Definitions are reconciled before calculations. EVS assumptions are labelled in datasets and calculations and should be replaced by regional MVR extracts, quotes and paid-pilot results.

The current official headline provides BEV stock across vehicle classes rather than passenger BEV/PHEV detail. PHEV stock and regional parc are therefore excluded from the core denominator.
