High-voltage governance
No stand-alone public automotive-HV technician licence was located. Electrical-installation safety rules include personnel groups but must not be assumed to substitute for vehicle-HV competence [electrical_safety]. No Kazakhstan workshop-specific EV heat-pump/refrigerant credential was verified. Launch with non-invasive temperature, pressure-signal and leak-indication diagnosis. Opening a refrigerant circuit requires written environmental/OSH applicability, trained staff, recovery equipment, calibration, cylinder storage and waste route. Extreme temperatures make thermal diagnosis valuable but do not relax controls.
Consumer and data controls
Consumer law requires safe, quality services, clear information, warranties and remedies [consumer_law]. A permanent company-controlled Almaty hub follows only after the downside payback gate. Franchise requires 12 audited months, positive economics and zero serious safety events.

Publication and access dates are stored per source. Passenger stock, all-class electric fuel type, NEV sales, conventional HEV, customs quotas and charging pipeline are preserved separately. All EVS assumptions and formulas are traceable.
Limitations and uncertainty
The official passenger stock is current but no public model/VIN/age table or BEV-versus-PHEV active-stock split was located. AKAB’s EV age/brand view is trade-association evidence. Charging sources mix operating units, sites, allocated plots and technical conditions. Rent, wages, insurer claims, actual workshop capacity, parts lead times and fleet contract demand require primary diligence. Forecasts are EVS sensitivities, not official forecasts.
