Executive summary

The verdict in full

Conditional go for one 90-day, two-bay, company-controlled validation pilot in the Zagreb west–Sveta Nedelja corridor; defer permanent premises and franchise rollout. Croatia had 12,605 registered passenger BEVs and 13,562 PHEVs at end-2025, a combined plug-in stock of 26,167 [stock_2025]. The denominator is decision-usable, but a capable OEM and specialist field—including Tesla, BYD and EV Clinic—means EVS must prove multi-brand evidence quality, fleet uptime and insurer/referral demand before committing capital.

Decision in one page

Proceed with a reversible partner-bay pilot only after six B2B counterparties, trained HV technicians, compliant battery custody and a top-20 platform matrix. Use the 26,167 end-2025 passenger plug-ins as stock [stock_2025]. Do not add 2026 registrations, charger pipelines, conventional hybrids or buses. A permanent hub is gated on 360 paid orders, at least 50% gross margin, positive pilot EBITDA and verified repeat/referral demand [evs_model].

Sourced facts versus EVS judgements

Sourced: 12,605 BEVs and 13,562 PHEVs at end-2025 [stock_2025]; 2,058,313 registered passenger cars in 2025 [parc_2025]; 1,334 new BEV sales and 1.9% share in 2025 [sales_2025]; 1,422 installed charging units reported in February 2025 [charging_hgk]. EVS judgements: 55% annual paid-service incidence, EUR500 annual addressable spend, 60% independent eligibility, 45% single-hub reach and all pilot economics [evs_model].

Definitions and reconciliation

The end-2025 BEV and PHEV figures are registered passenger vehicles on Croatian roads and form one non-overlapping plug-in stock denominator [stock_2025]. New sales and first registrations are flows, never added to stock. The broad term “hybrid” can include non-plug-in HEVs and is excluded unless PHEV is explicit. Charging units, connectors, locations and planned funded points are not interchangeable.

Adoption history

Registered BEVs increased from 3,054 in 2021 to 7,032 in 2023 and 12,605 at end-2025 [bev_2021] [bev_2023] [stock_2025]. The two-year 2023–2025 BEV increase was 79.3%, equivalent to 33.9% CAGR. PHEV history is not consistently published in the retrieved series, so no synthetic historical plug-in curve is created.

BEV/PHEV sales and registration flows

New passenger-BEV registrations rose from 1,618 in 2023 to 1,915 in 2024, then fell to 1,334 in 2025 as the BEV share dropped from 3.0% to 1.9% [sales_2024] [sales_2025]. CVH-linked evidence then shows first registrations of electric passenger cars increasing from 1,138 in H1 2025 to 2,807 in H1 2026, alongside 4,204 PHEVs in H1 2026 [h1_2026]. These are flows and are not added to the end-2025 stock base.

Cautious, base and high scenarios

Applying EVS annual sensitivities of 12%, 20% and 28% for five years to the 26,167 end-2025 plug-in stock produces approximately 46,115, 65,112 and 89,909 passenger plug-ins at end-2030 [evs_model]. These are not official forecasts. H1 2026 acceleration, business support and broader model availability support upside; subsidy dependence, weak 2025 BEV sales and charging constraints support caution.

Charging infrastructure

The Croatian Chamber of Economy reported 1,422 installed charging units in February 2025, only 44 above 100 kW, while also flagging regulatory and seasonal-capacity constraints [charging_hgk]. A separate EUR32m programme targeted 1,300 new publicly accessible points of at least 50 kW by August 2026; that pipeline is not treated as installed stock [charging_grant]. Connector count, location duplication, accessibility and live uptime require field verification.

Vehicle parc age and service demand

Croatia had 2,058,313 registered passenger cars at end-2025, up 3.6% year on year [parc_2025]. CVH reported an average passenger-car age of about 13.3 years in H1 2025 [age_2025]. The legacy parc supports a mature independent-repair ecosystem; EVS should therefore compete on EV-specific diagnosis, battery evidence and safety rather than conventional servicing breadth.

Inspection and repair signals

Croatian technical-inspection stations completed 2,559,154 regular inspections across vehicle classes in 2025; 425,498 vehicles, or about 17%, were defective, with lights and brakes prominent [inspection_2025]. That is not an EV failure rate. It does support demand for inspection preparation, brakes, tyres, suspension, lighting, 12V and evidence-led rectification alongside HV diagnosis.

Transparent TAM, SAM and SOM

Sourced denominator: 26,167 passenger BEVs/PHEVs. EVS assumptions: 55% annual paid-service incidence, EUR500 addressable annual spend, 60% independent eligibility and 45% single-hub reach. This yields EUR7.196m TAM, EUR4.318m independent-eligible value and EUR1.943m single-hub SAM. Base 90-day SOM is 360 orders and EUR79,200 revenue. Conventional hybrids, buses, chargers and post-2025 flows are excluded [evs_model].

What is and is not serviceable

TAM represents annual addressable paid service across the registered passenger plug-in stock. SAM applies independent eligibility and reachable Zagreb-region demand. SOM is a 90-day order target, not annual market share. Warranty-only OEM work, conventional hybrids, buses, charger installation, pack remanufacturing and structural collision reconstruction are excluded at entry [evs_model].

Priority customers and fleets

Prioritise out-of-warranty BEV/PHEV owners; used-EV buyers needing pre-purchase evidence; insurers, bodyshops and recovery operators; leasing, rental, taxi, delivery and corporate fleets; and smaller importers lacking technical triage. Croatia’s tourism exposure adds seasonal rental and foreign-EV recovery demand, but no tourist vehicles are included in TAM.

Leading brands and platform priorities

The 2024 BEV leaders included Tesla Model 3, Tesla Model Y, Renault, Hyundai, Dacia, MG and Opel [sales_2024]. In 2025 Tesla led BEV passenger registrations with 353, followed by BYD 211, Ford 106, Volkswagen 102 and Hyundai 88 [models_2025]. Tier-one tooling should cover Tesla, VW Group MEB, Renault/Dacia, Hyundai/Kia, Stellantis and BYD; extend only after measured local jobs.

Independent and OEM competition

Tesla operates a Zagreb-Kovinska service centre [tesla_service], Auto Hrvatska operates an authorised BYD centre in Zagreb [byd_service], and EV Clinic in Sveta Nedelja advertises HV battery, inverter, BMS and OBC work [ev_clinic]. Autoservis24 is a Tesla Approved Body Shop [autoservis24]. Tokić’s filled HEV/EV battery course shows local capability formation [tokic_training]. EVS needs transparent turnaround SLAs, insurer-grade evidence and multi-brand standardisation—not a “first EV garage” claim.

Priority cities and regions

Pilot in Zagreb west–Sveta Nedelja for the deepest urban, corporate, technical and competitor ecosystem. Cover Zagreb County through collection. Treat Split and Rijeka as referral/seasonal nodes before bays; test Osijek only after eastern-fleet demand is contracted. The end-2025 evidence says EV concentration is led by Zagreb, followed by Zagreb, Split-Dalmatia and Primorje-Gorski Kotar counties [stock_2025].

Consumer incentives

Croatia’s 2024 citizen programme reserved EUR15m within hours for more than 2,200 efficient vehicles [citizen_2024]. No equivalent citizen purchase programme operated in 2025; in July 2026 the Fund announced a new EUR20m citizen round, but announcement is not an open entitlement [citizen_2026]. EVS should not underwrite volume or discounts against unawarded support.

Business, investment and fleet incentives

The 2025–26 legal-entity/sole-trader programme allocated EUR21.2m; EUR18m was approved for about 2,200 EVs and the remaining EUR3.2m was reopened in 2026 [business_ev_2026]. Separately, investment incentives can reduce corporate tax for qualifying activities and job creation, but eligibility excludes several sectors and must be confirmed for a repair/service project [investment_incentives]. Build the pilot without grants; treat awards as upside.

Tax and entity structure

Croatia’s corporate-income-tax rate is 10% for annual revenue below EUR1m and 18% at or above EUR1m; the standard VAT rate is 25% [tax]. Use a Croatian d.o.o. or tightly controlled contractual pilot after local tax advice. Confirm VAT registration, payroll, transfer pricing, royalties, withholding and permanent-establishment exposure before signing a franchise or management agreement.

Full analysis available in the complete report
Detailed findings, comparison matrices and recommendations.

Labour and technician pipeline

The average monthly gross salary in legal entities was EUR2,002 in January–October 2025 and the 2026 statutory minimum gross salary is EUR1,050 [wages]. Those are economy-wide anchors, not technician quotes. Recruit two senior diagnostic technicians and one service/advisor coordinator only after role-level quotations; use Tokić and HEP NOC programmes as training leads, not substitutes for audited competence.

Establishment, workshop and premises gates

HITRO/START supports company formation, but workshop legality remains site-specific [hitro]. Before fit-out obtain written confirmation for zoning/use, fire protection, electrical capacity, drainage, environmental handling, signage, labour safety and any municipal operating requirements. The pilot host must disclose permits, insurer coverage and environmental contracts before EVS work begins.

High-voltage competence and occupational safety

Croatia’s electrical-safety regulation restricts work on electrical installations to adults meeting special conditions and requires safe-work organisation, equipment and documentation [electrical_safety]. Labour rules require risk assessment, safe-work training and appropriate occupational-health controls [osh]. EVS should impose role-based HV authorisation, lock-out/tag-out, prove-dead, insulated tools, rescue planning and annual competence reassessment.

Full analysis available in the complete report
Detailed findings, comparison matrices and recommendations.

Battery custody, waste and dangerous goods

Croatian rules require vehicle servicers to remove waste batteries where applicable and transfer industrial/automotive batteries to appropriately permitted operators; records and separate handling apply [battery_rules]. ReDGO is the digital waste-permit system [redgo]. Transport of damaged lithium batteries must be screened under ADR 2025 and performed through qualified carriers where applicable [adr]. No damaged pack enters the pilot without quarantine, documentation and a named disposal route.

Full analysis available in the complete report
Detailed findings, comparison matrices and recommendations.

Refrigerants, ADAS and specialist subcontracting

EU F-gas Regulation 2024/573 governs fluorinated refrigerants [fgas]. Subcontract refrigerant-circuit opening and regulated recovery until certified personnel/equipment are confirmed. Likewise, outsource structural aluminium repair and safety-critical ADAS calibration until tooling, technical data, traceability and insurance are independently audited.

Consumer, data and competition compliance

Bookings, inspection imagery, VINs and telematics-related identifiers must follow GDPR purpose limitation, minimisation, retention and access controls [gdpr]. Publish scope, price, warranty, parts choice, diagnostic limitations and complaint routes. Preserve customer choice and technical-information access under the EU motor-vehicle aftermarket framework [mvber]; do not imply OEM authorisation where none exists.

Full analysis available in the complete report
Detailed findings, comparison matrices and recommendations.

Franchise and operating model

Phase 0: company-controlled partner bays with EVS workflow, pricing, evidence and payment visibility. Phase 1: one audited Zagreb hub only after gates. Phase 2: referral spokes for Split/Rijeka. Franchise only after 12 audited months, proven training capacity, platform coverage, warranty data and trademark/disclosure advice. Never sell territorial rights on stock growth alone [evs_model].

Full analysis available in the complete report
Detailed findings, comparison matrices and recommendations.

Operating model

Use two controlled bays inside an audited west-Zagreb/Sveta Nedelja host, direct EVS booking/payment visibility, digital evidence packs, weekly QA and central authorisation for exceptions. Hold minimal parts; stock wear items only after job data. Maintain a quarantine zone and contracts for recovery, towing, authorised waste and specialist subcontracting.

Pilot economics

Cautious/base/high 90-day cases are 180/360/600 orders and EUR27,000/EUR79,200/EUR204,000 revenue. EBITDA is -EUR24,660/+EUR3,600/+EUR39,240. Base break-even is 328 orders [evs_model]. No hub capex, subsidy, pack remanufacturing, bus work, tourist vehicles or charger revenue is assumed. Require downside hub payback at or below 24 months before permanent premises.

Risks and mitigations

Principal risks are weak paid demand despite stock, OEM/specialist competition, subsidy volatility, platform-data restrictions, HV/battery incidents, seasonality, technician scarcity and margin leakage. Mitigate with signed referral/fleet contracts, deposits, narrow scope, central quoting, independent safety audit, job-level contribution tracking and a hard stop if gates fail.

Methodology

Research used primary and authoritative sources available on 10 August 2026, supplemented only where official extracts were reported by credible intermediaries. Definitions were reconciled before calculation. Stock, sales/registration flows, conventional hybrids, chargers, pipelines and assumptions remain separate. Forecasts are sensitivities, not predictions. Every material quantitative claim resolves to the source register.

Limitations and uncertainty

The decisive 26,167 stock is reported from CVH data but should be re-extracted directly by county/model before premises [stock_2025]. Public charging counts may mix units, connectors and sites. PHEV historical stock is incomplete. H1 2026 flows are not end-period active stock. Local rents, salaries, insurance, OEM access, job mix, PHEV duty cycle and battery-waste routes need quotations. No legal or tax statement replaces Croatian advice.

Source register

The linked register records publisher, publication date, access date, URL and how each source is used. Government, statistics, regulators and first-party operators are preferred. Reported CVH figures are explicitly labelled where the underlying downloadable extract was not exposed in search. EVS assumptions use the internal model source.

Final recommendation

Conditional go: validate Zagreb west–Sveta Nedelja through two controlled bays; defer permanent premises and franchising. Croatia’s 26,167 passenger plug-ins support a credible service pool [stock_2025], but strong existing specialists and volatile sales make execution evidence more important than headline stock. Invest only after the demand, safety, platform, margin and payback gates are passed [evs_model].
