Proceed only to a company-controlled Kowloon Bay–Kwun Tong–Kai Tak validation hub, supported by territory-wide collection and mobile triage. Hong Kong ended 2025 with about 149,000 registered EVs, including about 140,000 private EVs [stock_2025]. Demand density is attractive, but private-car FRT concessions ended on 31 March 2026 [frt_td], rents are high, OEM coverage is dense and EVH compliance must be designed in. Do not launch a franchise network or deep pack repair initially.
